HINDI nakalusot sa Commission on Audit (COA) ang hirit ng isang dating opisyal ng Manila International Airport Authority (MIAA) na huwag na siya isali sa paghahabol ng gobyerno sa halos P43-milyong overtime pay sa mga empleyado noong 2010.
Sa kalatas ng COA, tuluyang ibinasura ang petisyon ni dating MIAA Accounting Division manager Joycelyn Mapanao, kasabay ng giit na dapat managot ang naturang opisyal sa kwestunableng P42.87 milyong overtime pay sa mga airport personnel.
Nanindigan din ang COA sa inilabas na notice of disallowance na di umano’y doble ng taunang sahod ng mga empleyado.
Bago pa man naglabas ng kalatas ang COA, tinabla na rin ng stater auditor ang petition for review sa notice of disallowance si dating MIAA general manager Jose Angel Honrado.
“This Commission affirms Ms. Mapanao’s inclusion among the persons held liable under the ND on the basis of her certification. Without her certification, the payment of the disallowed transaction would not have materialized,” ayon sa COA.
Ipinag-utos din ng COA sa mga rank and file employee ng MIAA na nakatanggap ng sobra-sobrang overtime pay na ibalik ang tinanggap na pera alinsunod na rin sa itinakdang panuntunan ng Korte Suprema.
“The SC held that the natural consequence of a finding that the allowances and benefits were illegally disbursed is the consequent obligation on the part of all the recipients to restore said amounts to the government coffers.”
