WALANG sinuman ang pwedeng magdikta sa isinasagawang imbestigasyon ng quad committee kaugnay ng malawakang kalakalan ng droga, illegal POGO at extrajudicial killings sa ilalim ng nakalipas na administrasyon, ayon kay House Committee on Public Order and Safety Chairman at Santa Rosa City Rep. Dan Fernandez.
Sa isang pahayag, partikular na sinalag ni Fernandez ang alegasyon ni Senador Ronald dela Rosa na kabilang sa mga personalidad na lumutang, batay na rin sa mga pagsisiwalat ng mga inanyayahan resource persons – kabilang ang tinaguriang “berdugo ng tokhang” na si Col. Jovie Espenido.
Para kay Fernandez, desperado na si dela Rosa na itinuturong protektor ng mga prominenteng lider ng sindikato sa likod ng kalakalan ng ipinagbabawal na gamot.
“If they accuse the Speaker (Martin Romualdez) that we created this, or that happened because of the Speaker’s directive, that is so unfair. I myself would not allow (my committee) to be used for a political agenda. After all, I’m not running for any higher position. I mean for a national (post), and this would not affect us,” wika ni Fernandez.
Ayon sa Santa Rosa City solon, isang kalokohan ang hirit ni dela Rosa na nasuhulan ang mga tumetestigo sa quad-comm hearing dahil maari umanong lumantad sa publiko ang mga ito at isiwalat ang ginawa sa kanila, kung mayroon man.
“Especially if the evidence will be cooked by us just to cater to certain personalities like the Speaker, that’s hard. What if the people we talked to suddenly talk about that during the hearing? That will put us in a precarious position,” sabi pa ni Fernandez.
Paglilinaw ni Fernandez, binuo ang quad comm sa kolektibong pagpapasya nina Committee on Dangerous Drugs Chairman Robert Ace Barbers, Committee on Public Accounts Chair Joseph Stephen Paduano, at Human Rights Committee Chair Bienvenido Abante. Anila, pare-pareho ang mga resource persons na iniimbestigahan ng kani-kanilang komite.
Samantala, nagbabala naman si Barbers, lead chairman ng quad comm na ipapaaresto nila si former PCSO General Manager at retired police Col. Royina Garma sa sandaling dedmahin pa rin ang patawag ng Kamara sa pagdinig.
“The Quad Committee has uncovered significant evidence suggesting that Garma may have played a critical role in orchestrating unlawful operations during her tenure with the Criminal Investigation and Detection Group (CIDG) in Davao,” ani Barbers
“Testimonies presented to the committee have implicated Garma in the extrajudicial killings of three Chinese nationals — Chu Kin Tung, Jackson Li, and Wong — who were serving sentences for drug-related offenses at the Davao Prison and Penal Farm,” dagdag pa niya.
Sinabi ni Barbers na kailangan ng quad comm na makuha ang panig ni Garma para magbigay linaw sa usapin.
“If Lieutenant Colonel Garma refuses to attend, we will have no choice but to issue a warrant for her arrest. This is a matter of national importance, and we will not tolerate any obstruction to this investigation,” babala ng Surigao del Norte lawmaker.
Para naman kina Fernandez at Abante, dapat na rin humarap sa pagsisiyasat ng Kamara sina ex-President Rodrigo Roa Duterte, Senators Bong Go at dela Rosa dahil na rin sa naunang testimonya ng mga resources na nag-uugnay sa tatlo sa Philippine Offshore Gaming Operators (POGOs), illegal drug syndicates, at extrajudicial killings.
“It has come to public attention that serious allegations have been made against former President Duterte and Sens. Bong Go and Bato dela Rosa in the Quad Comm probe, and given the gravity of these accusations, we hope they attend the hearings to address these claims directly,” ang sabi pa ni Fernandez.
“Their attendance would provide them a crucial platform to defend themselves and clarify their roles in the previous administration’s anti-drug policies,” dugtong ng kongresista.
Ayon naman kay Abante, “the testimonies heard so far have led to disturbing revelations, suggesting that the Philippines may have operated as a ‘narco-state’ during Duterte’s presidency, with high-ranking officials involved in the drug trade.”
“These claims, if left unchallenged, could undermine public confidence in the integrity of the country’s leadership and its institutions. Therefore, allowing Duterte, Go, and Dela Rosa to address these accusations is critical in maintaining transparency and accountability in governance,” dagdag ng Manila City solon.
