KUNG pagbabatayan ang mga sinumpaang testimonya ng mga resource persons na isinalang sa quad committee ng Kamara, malinaw na mga illegal POGO ang nagpondo sa quota at reward system na kalakip ng madugong giyera kontra droga ni former President Rodrigo Duterte.
Ito ang binigyan-diin ni Manila 6th Dist. Rep. Benny Abante, chairman ng House Committee on Human Rights na kabilang sa joint-committee na nag-iimbestiga sa kalakalan ng droga, illegal POGO at extrajudicial killings na naganap sa nakalipas na administrasyon.
“In just three hearings, the Quad Comm inquiry has exposed an intricate and expansive network of smuggling and trafficking in dangerous drugs, illegal Philippine offshore gambling operators or POGOs and illegal gambling activities like jueteng that flourished during the Duterte presidency,” pahayag ng quad comm co-chair.
“These POGO and gambling activities are evils by themselves, but what is disturbing is that the funds from these illegal enterprises were channeled to fund incentives intended to reward law enforcement for eliminating their targets––even if this resulted in the wanton and widespread violation of human rights,” dagdag ni Abante.
Una nang kinumpirma ni Police Lt. Col. Jovie Espenido sa nakaraang quad comm hearing ang quota system sa Philippine National Police (PNP) sa ilalim ng pamumuno ng ngayo’y Senator Ronald dela Rosa.
Inamin din ni Espenido na obligado ang PNP na “magtumba” ng 50 hanggang 200 drug suspects kada araw, kapalit ng gantimpalang P20,000 kada ulo ng pinaslang na “tulak.”
Kwento pa ng dating alipores ni dela Rosa, mula sa illegal POGO operators, gambling lords at Small-Town-Lottery ng Philippine Charity Sweepstakes Office (PCSO) ang pabuyang pinamamahagi sa mga operatiba kontra droga.
Pagtatapat naman nina Leopoldo Tan Jr. at Andy Magdadaro, utos umano ng dating Pangulo kay Davao Prison and Penal Farm Warden Supt. Gerardo Padilla para patayin sa loob mismo ng nasabing piitan ang tatlong Chinese drug lords noong taong 2016.
Inaasahan naman aniya ng quad committee ang pagsipot nina Duterte, dela Rosa at Senador Bong Go sa susunod na pagdinig
“The Quad Comm has given every opportunity for them to address the testimony given by our resource persons, and I believe they owe it to the Filipino people to explain the conduct of the war on drugs from their perspective.”
