UMAPELA si Deputy Speaker at Las Piñas Rep. Camille Villar sa mga kapwa mambabatas na aprubahan ang panukalang paglalaan ng P10 bilyong pondo para sa gamutan sa hanay ng maralitang nagdurusa bunsod ng kanser.
“Considering that one of the goals of the national economy is a more equitable distribution of opportunities and raising the quality of life for all, especially the underprivileged, it is high time that those who have less in life be given the lifeline to fight the cancer disease despite their lack of resources,” saad House Bill 5686 na akda ni Villar.
“The incidence and mortality rate of cancer in the Philippines has been increasing in the past decades. This trend is expected to continue if organized and sustained specialized care and preventive measures against cancer are not initiated,” dugtong ng ranking lady House official.
Ayon kay Villar, masyadong mahal ang gamutan para sa sakit na kanser sa bansa, halimbawa na rito ang nasa P100,000 per session na chemotherapy – halagang lubhang mabigat maski ang middle-income patients. Gayundin aniya ang mabigat na gastusin para sa Magnetic Resonance Imaging (MRI).
“This is why cancer has gained a reputation as the disease for the rich. The painful truth is that it can afflict anybody, regardless of economic status,” giit pa niya.
Sa ilalim ng inihaing HB 5686, nais ni Villar na bigyan ng pag-asa ang indigent cancer patients na gumaling at makarekober mula sa karamdaman sa pamamagitan ng pagkakaroon ng cancer treatment program na pangangasiwaan ng Philippine Health Insurance Corporation (PhilHealth) sa pamamagitan ng government hospitals sa bawat congressional districts, o tatawagin din bilang health districts.
Paglilinaw ng kongresista, limitado lang sa indigent at underprivileged cancer patient beneficiaries na tutukuyin ng PhilHealth, sa pakikipag-ugnayan na rin nito sa Department of Social Welfare and Development (DSWD), Department of Health (DOH), at Department of Interior and Local Government (DILG) ang saklaw ng panukala.
Mungkahi pa ng kinatawan sa Kamara mula sa lungsod ng Las Pinas, P10 billion pondo sa ilalim ng annual budget ng DOH para sa cancer treatment program.
“Ang kalusugan ng bawat Pilipino, lalo na ang mga mahihirap, ay responsibilidad ng pamahalaan. Alam nating lahat kung gaano kamahal ang mga gamot at treatment para sa cancer. Kung pati ang mayayaman ay uma-aray sa presyo ng mga gamot at treatment, paano pa kaya ang mga mahihirap nating kababayan?”
