TALIWAS sa mga suspetsa ng mga kontra-administrasyon, sa ‘restrictive economic provisions’ lamang ng 1987 Constitution nakatuon ang Kamara de Representantes..
Garantiya ni House Speaker Martin Romualdez, walang bahid pulitika ang Charter Change na isinusulong sa ilalim ng Resolution of Both Houses (RBH) No. 7 – “Malinaw po sa ating lahat ang misyon natin ngayon. Baguhin ang ilang economic provisions na pumipigil sa pagpasok ng mga negosyo mula sa ibang bansa. Mga negosyong lilikha ng trabaho at magpapasigla ng ating ekonomiya.”
“Ito lamang ang pakay natin. Ekonomiya, hindi pulitika,” pahayag ng lider-kongresista sa harap ng mga kapwa mambabatas kasabay ng pagbubukas ng plenary-like Committee of the Whole House deliberations para sa panukalang amyenda sa economic provisions ng 1987 Constitution.
Gayunpaman, nagpahayag ng pagkadismaya si Romualdez sa mga ibinabatong alegasyong aniya’y hangad lamang idiskaril ang repormang isinusulong ng Kamara.
“Categorically, we are denying this unfounded and baseless accusation. Wala po tayong hinangad sa Kapulungang ito kundi ang kabutihan ng Sambayanang Pilipino. And we work night and day to make this happen,” giit ng Leyte lawmaker.
“Now, to dispel doubts that the efforts of the House of Representatives in pushing for the amendment of the economic provisions of the Constitution is politically-motivated, we are adopting all the three proposed amendments of the Senate version of Resolution of Both Houses No. 6, in toto,” aniya pa.
Ang RBH No. 6 ay akda nina Senate President Juan Miguel Zubiri at Senators Loren Legarda at Juan Edgardo Angara, habang ang House version na RBH No. 7 naman ay isinusulong nina Senior Deputy Speaker Aurelio Gonzales Jr. (Pampanga), Deputy Speaker David Suarez, Majority Leader Manuel Jose Dalipe, at iba pang House leaders, na kinabibilangan nina Senior Majority Leader Ferdinand Alexander Marcos, Deputy Speakers Kristine Singson-Meehan at Antonio Albano, Reps. Yedda K. Romualdez, Eleandro Jesus Madrona, Wilfrido Mark Enverga, Robert Ace Barbers, Brian Raymund Yamsuan at iba pa.
Sinabi ni Speaker Romualdez na ang economic Charter reforms na isinusulong ng Kamara ay naglalayong lumikha ng “environment ripe with opportunities where jobs are plentiful, education is world-class, and the fruits of progress are shared by everyone.”
“To do this, we need to break barriers that hold us back. We must pave the way to cross over an era of prosperity, innovation and inclusivity,” ayon pa sa Leyte solon.
Kaya naman hinimok ni Speaker Romualdez ang mga mamamayang Pilipino na suportahan ang malaking hakbang para sa pagsusulong ng bansa, na ang makikinabang ay hindi lamang ang kasalukuyang henerasyon kung ang mga susunod pa.
“The times are changing. We need to adapt if we are to become more competitive globally, invite technological advancement, and provide a more conducive economic platform where people have wider opportunities for growth. We should do it now, lest we risk lagging behind the rest of the world when it comes to economic development and productivity,” dugtong pa ni Romualdez.
“The Filipino people need this change. We owe it to our constituents and the generations to come. We have to make this happen now more than ever.”
