SA pagnanais itaas ang antas ng kalidad sa kaalaman at kasanayan, tatlong panukalang batas na naglalayon magkaroon ng malawakang reporma sa higher at technical-vocational education ang inihain ng isang partylist group sa Kamara.
Sa isang kalatas, partikular na tinukoy nina Tingog partylist Reps. Jude Acidre at Andrew Julian Romualdez ang tinaguriang legislative package na magbibigay-daan para sa magandang kinabukasan ng mga kabataan.
Kabilang sa legislative package nang House Bill 4798 para sa modernisasyon ng Technical Education and Skills Development Authority (TESDA) sa bisa ng amyenda sa Republic Act 7796 of 1994, gayundin ang House Bill 4799 para sa ibayong pagpapabuti sa pamamahala sa state universities and colleges (SUCs) kung saan irerebisa naman ang RA 8292 o ang Higher Education Modernization Act of 1997, at pagpapatupad ng unified governance framework para naman sa universities and colleges (LUCs).
“These bills are designed to create a more coordinated, responsive, and accountable post-secondary education system in the Philippines,” paliwanag ni Acidre na tumatayong chairperson ng House Committee on Higher and Technical Education at Co-Chairperson ng Second Congressional Commission on Education (EDCOM 2).
“Our young people deserve schools and training centers that can prepare them for the future they dream of. Modernizing TESDA, strengthening governance in SUCs, and setting clear standards for LUCs are steps to make sure our institutions are not just keeping up with change, but helping students get ahead. At the heart of these reforms is a simple promise—that every Filipino learner will have the chance to succeed and build a better life,” dugtong ni Acidre.
Sa panig ng batang Romualdez, vice-Chairperson ng House Committee on Higher and Technical Education, iginiit niya na ang mga iniakda nilang proposed bill ay hindi lamang para sa pagpapabuti sa mga institusyon bagkus ay magbibigay rin ng malaking kapakinabangan sa mga estudyante at kani-kanilang pamilya na nagtataguyod sa kanilang pag-aaral.
“At its core, education reform is about fostering potential. It’s about recognizing the dreams of our students and their families who look to us for guidance and support. This legislative initiative is intended to fortify our educational framework, ensuring that every student has the opportunity to excel and carve out a future that reflects their ambitions and capabilities,” ani Romualdez.
“Ultimately, our goal is to empower these vital institutions to produce graduates who are skilled, knowledgeable, and prepared to contribute meaningfully to national development,” susog naman ni Acidre sa pahayag ng neophyte partylist solon.
Pagtatapos naman ni Romualdez, ang malawakang pagbabago na nais nilang mangyari sa nasabing sektor ay katuparan sa adhikain magkaroon ng magandang kinabukasan ang mga kabataan.
“These reforms represent our covenant with future generations—to transform education from a maze of uncertainties into a clear pathway of possibilities. When we succeed here, we’re not just reforming institutions; we’re giving every Filipino student the tools that can transform not just their lives, but our nation’s future,” sambit pa niya.
