TALIWAS sa direktiba ni Pangulong Ferdinand Marcos Jr. ang nabisto ng mga kongresista ng Kamara sa Department of Social Welfare and Development (DSWD).
Sa isinagawang budget briefing ng House Appropriations Committee, partikular na tinukoy ni Deputy Minority Leader at ACT Teachers partylist Rep. Antonio Tinio ang nasa 35,000 DSWD personnel na aniya’y nananatiling “dehado.”
Ang dahilan — walang sapat na pondo ang DSWD para sa regularisasyon ng mga empleyadong pasok sa kategorya ng job order (JO) at contract of service (COS).
Ayon kay Tinio, handa ang minorya makipagtulungan sa komite DSWD para sa regularisasyon at pagtanggap ng patas na kompensasyon para sa mga contractual personnel ng nabanggit na kagawaran.
Sa ginanap na budget briefing para sa hirit na pondo ng DSWD para sa taong 2026, tahasang sinabi ng ranking minority bloc leader na matagal ng isyu ng kagawaran ang pagkakaroon ng maraming JO at COS sa naturang ahensya.
“And a lot of them are for the implementation of programs, including for example the 4Ps program. This massive reliance on job order and contract of service workers is primarily driven by budget limitations rather than genuine operational needs,” paliwanag ng militanteng kongresista.
“We cannot allow budget constraints to perpetuate the exploitation of government workers who dedicate their lives to serving our most vulnerable citizens. These workers deserve job security, fair compensation, and recognition for their years of service,” Tinio aniya.
Sa datos na nakalap ng ACT Teachers partylist solon, mula sa kabuuang 38,000 na workforce ng DSWD, lumalabas na nasa 3,374 lamang ang mayroon plantilla position.
Bilang solusyon, iminungkahi ni Tinio na lagyan ng ‘special provision’ sa annual budget ng DSWD, gaya ng ginawa sa Department of Education (DepEd).
“Sa DepEd po naging usapin yan. We were able to include a special provision in the DepEd budget, yung special provision that would consider the years of experience as a job order contract of service,” ayon pa sa kongresista.
Hinggil naman sa sweldo ng mga non-regular DSWD workers, sinabi ni Tinio na dalawang taon na umanong walang ipinatutupad na umento sa kabila ng Salary Standardization Law.
Giit ng mambabatas, dagdag na budget para maibigay ang karampatang kompensasyon sa JO at COS employees. (ROMEO ALLAN BUTUYAN II)
