NAKATAKDANG talakayin ng Department of Justice (DOJ) kay Pangulong Ferdinand Marcos Jr. ang mga pwedeng gawin ng administrasyon sa sandaling lumabas na ang warrant of arrest laban kay former President Rodrigo Duterte.
Ayon kay Assistant Secretary Mico Clavano na tumatayong tagapagsalita ng DOJ, target ng kagawaran maghanda ng “briefer” na maaaring gamiting basehan ng Pangulo sa pagpapasya sa mga gagawing hakbang ng pamahalaan.
“The briefer will be an objective analysis of the pros and cons of each option… with an awareness that policy frameworks may evolve.”
Kabilang rin sa papaksain ng DOJ sa Pangulo ang mga epekto ng pagkalas at maging ang pagbabalik ng Pilipinas sa ICC bilang miyembro matapos putulin ni Duterte ang ugnayan sa ICC bunsod ng mga kasong isinampa kaugnay ng madugong giyera kontra droga sa kanyang panunungkulan bilang Pangulo.
“Kasi aware naman tayo na yung policy ngayon ng gobyerno, hindi papasukin ang ICC, ay posible naman mag iba. So, it would have to be a very objective briefer para malaman ni Presidente kung paano siya gagalaw,” dagdag pa ng opisyal.
Pasok din sa sisilipin ng DOJ ang sinabi ni dating Senador Sonny Trillanes hinggil sa posibilidad na gamitin ng ICC ang International Criminal Police Organization (Interpol) sa paghahain ng mandamiento de arresto laban sa dating Pangulo.
Clavano issued the remark when sought for comment on the possibility of the ICC issuing an arrest warrant soon in relation to the Duterte administration’s war against illegal drugs, as claimed by former senator Antonio Trillanes IV.
“This will come in batches. The first batch si (Rodrigo) Duterte, the father. The second batch, baka sila (Senator) Bong Go, Bato (Senator Ronald dela Rosa), at si Vice President Sara Duterte. Tapos ang third batch would be some PNP officials and some other senior officials of the Duterte administration,” wika ni Trillanes.
Gayunpaman, hindi kumbinsido si Clavano sa paggamit ng Interpol para dakpin si Duterte lalo pa’t kailangan pa rin muna makipag-ugnayan ng Interpol sa local law enforcement agencies tulad ng ginawa nang damputin sa Timor Leste si former Negros Oriental lawmaker Arnie Teves.
“At the very least, kailangan po kasi nila mag tap into our law enforcement agencies,” he said.
Una nang naglabas ng pahayag ang Palasyo sa posisyon ni Marcos – “We are well within international law when we take the position of not recognizing the jurisdiction of ICC in the Philippines.”
Maging sina Justice Secretary Jesus Crispin Remulla at Solicitor General Menardo Guevarra, naniniwalang hindi obligasyon ng Pilipinas makipagtulungan sa ICC matapos kumalas ng Pilipinas taong 2019.
