IBINUNYAG ni House Assistant Majority Leader at Lanao del Sur 1st District Rep. Zia Alonto Adiong ang aniya’y sistematikong pamamaraan para makulimbat diumano ni Vice President Sara Duterte ang nasa P612.5 million confidential funds ng Office of the Vice President (OVP) at Department of Education (DepEd).
“Tayo po ay na-scam sa pamamagitan ng libo-libong ARs na basta-bastang dinoktor at gawa-gawa lang,” wika ni Adiong sa presentasyon sa pagdinig ng House Committee on Good Government and Public Accountability.
Ayon sa Lanao del Sur lawmaker, bukod sa mga pekeng pangalan na Mary Grace Piattos at Kokoy Villamin, na napatunayang wala sa data base ng Philippine Statistics Authority (PSA), nasilip din niya ang iba pang pangalan na ginamit sa acknowledgement receipts na isinumite ng OVP at DepEd sa liquidation report sa COA.
“Milky Secuya signed two ARs on the same day with the same pen and ink, yet with entirely different signatures,” lahad ni Adiong.
“Similarly, Alice Crescencio appeared on three separate receipts allegedly issued in Pasay City, Iligan City, and Lanao del Sur — locations that are geographically impossible to visit simultaneously,” dugtong niya.
“Itong pangalan po na ito ay hindi pangkaraniwan, and the chances of three different ‘Alice Crescencios,’ all receiving confidential funds for different purposes from the DepEd, is extremely slim,” diin pa ng mambabatas.
Tinukoy din niya ang mga pangalang “Sally” and “Shiela,” na magkapareho umano ang lagda sa kabila na ang nakasaad sa ARs ay mula sila sa magkaibang lugar.
“It makes you think: what are the chances that two different people, from Digos City and Surigao City, have the exact same signature?,” usisa ni Adiong.
Duda rin ang mambabatas sa iba pang mga pangalan sa ARs ng OVP at DepEd gaya ng “Milky Secuya,” “Alice Crescencio,” bukod sa “Sally,” at “Shiela,” na hindi malayong gaya nina Piattos at Villamin ay wala rin sa database ng PSA.
“Ang mas kapani-paniwala ay only one person made these ARs,” sabi pa ni Adiong sa napunang magkakatulad na sulat kamay sa ibabaw ng iba’t ibang pangalan.
“There is only one person in the middle of the issues surrounding the anomalous utilization of confidential funds—the mastermind, Vice President Sara Duterte!” pahabol ng kongresista. (Romeo Allan Butuyan II)
