SA gitna ng nabistong katiwalian, kumbinsido ang isang kongresista na hindi pa huli ang lahat para maisalba ng pamahalaan ang pondo para sa mga programang pang imprastraktura ngayong taon.
Sa isang kalatas, ibinahagi ni Batangas 1st District Rep. Leandro Leviste ang paraan para makatipid ng hanggang P400 bilyon ang pamahalaan sa mga proyektong nakaprograma sa kasalukuyang taon.
Kabilang sa mungkahi ni Leviste ang kanselasyon o di naman kaya’y babaguhin ang halaga ng mga proyekto ipinatutupad, maging ang mga proyektong hindi pa nag sisimula ang implementasyon.
Ayon kay Leviste, ang nasabing daan-daang bilyong posibleng maging “savings” ng pamahalaan ay maaaring magamit para pondohan at maayos na maipatupad ang iba’t-ibang priority health at education programs ng gobyerno.
“After all the hearings and protests against corruption in DPWH, we must remember there are over one trillion ongoing projects and another P600 billion in upcoming projects that DPWH can still do something about,” giit ni Leviste.
“Use its grounds to terminate contracts, and lower the DUPA (Detailed Unit Price Analysis), to save P400 billion from P1.6 trillion in projects. DPWH is continuing to spend on overpriced projects every day, losing over P1 Billion per day or P30 Billion per month, and it is within DPWH’s power to stop these losses now,” dagdag ng Batangas congressman.
Ayon kay Leviste, aabot sa P95.99 milyon ang flood control contract sa Lemery, Batangas ang nagawang i-terminate ng DPWH Regional Office IV-A, na unang nai-award sa Omnicon Builders nitong nakaraang Hunyo 9.
Paliwanag ng mambabatas, sa ilalim ng Government Procurement Reform Act (RA 9184) at DPWH contracts, pinapayagan ang “Termination for Convenience” kapag ang isang proyekto ay “economically, financially, or technically impractical and/or unnecessary, such as, but not limited to, fortuitous event(s) or changes in law and national government policies, without any penalty to the government.”
“DPWH contracts also allow for “Termination for Unlawful Acts” if the contractor has committed unlawful acts including “corrupt, fraudulent, collusive and coercive practices; drawing up or using forged documents; using adulterated materials, means or methods, or engaging in production contrary to rules of sincere or the trade,” dugtong ni Leviste.
Dahil kinansela ang kontrata, sinabi ni Leviste na hindi na kailangang bayaran ng DPWH ang kontratista at maituturing din aniyang savings ang halaga ng pondo para sa naisantabing proyekto.
Bukod dito, iminungkahi rin ng kongresista ang re-computation ng DUPA ng approved unit prices sa mga proyektong nakatakda pa lamang ipatupad ng DPWH, na kinatigan naman ni Secretary Vince Dizon. (ROMER R. BUTUYAN)
