HINDI biro ang magkakasunod na insidenteng kinasasangkutan ng mga tambakan ng basura sa iba’t ibang panig ng bansa, ayon kay Tingog partylist Rep. Jude Acidre.
Sa isang kalatas, partikular na tinukoy ni Acidre ang sunog sa Navotas sanitary landfill kamakailan, ang pagguho ng gabundok na basura sa Montalban (Rizal) at sa Barangay Binaliw sa Cebu City.
Para kay Acidre, higit na angkop tiyakin ng Department of Environment and Natural Resources (DENR) ang kaligtasan sa mga kahalintulad na pasilidad.
“The national government must take the lead in ensuring that all waste facilities operate safely and according to standards. This is an opportunity to reinforce systems, improve monitoring, and align national and local efforts to protect communities,” wika ni Acidre tumatayong vice-chairman ng House Committee on Disaster Resilience.
Mungkahi ni Acidre, dapat lumikha ng oversight at pagrebisa sa Ecological Solid Waste Management Act kung saan nakapaloob ang malinaw na direksyon sa waste reduction, segregation and source, at tamang pag-operate ng sanitary landfills.
“Full and consistent implementation will deliver stronger outcomes on the ground,” sambit ng kongresista.
Panahon na rin aniyang rebisahin ang waste collection and management contracts na pinasok ng bawat local government units upang matiyak na maayos na nasusunod ang lahat ng probisyon ng Republic Act 9003 (Ecological Solid Waste Management Act), maging ang national standards, proper waste handling protocols, at accountability in service delivery.
“Reviewing contract terms, performance indicators, and enforcement mechanisms will help ensure that public funds support safe, efficient, and environmentally sound waste management systems,” sabi pa ng mambabatas.
Ayon kay Acidre, marapat lamang suportahan at gabayan ang lahat ng LGU sa masusing pagsunod sa mga alituntunin ng landfill operations, segregation at garbage collection system dahil nakasalalay din dito ang kaligtasan ng kanilang mga nasasakupan.
“The government must also strengthen efforts to reduce waste at its source and promote responsible production, especially in addressing plastic use. Practical solutions such as reuse and circular systems can significantly reduce waste volumes and ease pressure on landfills,” punto ng ranking House official.
