PARA sa Civil Service Commission (CSC), angkop ang bagong resolusyon ng Metro Manila Development Authority (MMDA) at Metro Manila Council (MMC) na gamitin ang flexible working schedule para sa mga public servant sa local government units (LGUs) sa bilang pansamantalang solusyon sa pagsisikip ng trapiko.
Sa isang pahayag, binanggit ni CSC Chairperson Karlo Nograles na ang pagpapatupad ng modified working schedule ay naaayon sa Policy on Flexible Work Arrangements (FWAs) na inilabas ng CSC para sa mga ahensya at manggagawa ng gobyerno sa buong bansa.
Sa ilalim ng modified working schedule sa Metro Manila, ang mga opisyales at kawani ng lokal na pamahalaan sa kabisera ay papasok ng mas maaga – mula alas-7:00 ng umaga hanggang alas-4:00 ng hapon.
Panawagan ni Nograles sa iba pang ahensya, ikonsidera ang pagpapatupad ng kahalintulad na polisiya para hindi na mahirapan sa pagbiyahe ang mga government employees na umaasa sa public transportation sa pagpasok at pag-uwi mula sa maghapong trabaho.
“The CSC’s policy on FWA has influenced at least 499 agencies to adopt internal guidelines by the end of December 2023, but we need more agencies to follow suit, especially in Metro Manila. This new development from the MMDA, with the support of the MMC and local officials, is crucial in improving the welfare of civil servants in LGUs, especially those who do not own cars and commute to work every day,” ani Nograles.
Ayon sa pinakabagong Inventory of Government Human Resources ng CSC, ang National Capital Region ang may pinakamalaking bilang ng mga manggagawa ng gobyerno sa bansa, na may 440,009 o 22.30% ng mga career at non-career personnel.
“The prevailing traffic conditions in the metro not only hinder their mobility but also impact their productivity, particularly for those who commute daily. By adopting the FWA, we can enhance their efficiency and safeguard their health, safety, and welfare,” ayon pa kay Chairperson Nograles.
Gayunpaman, pinaalalahanan ng CSC ang mga ahensya ng gobyerno at LGUs na ang kanilang mga napiling FWA ay dapat ipatupad nang hindi nakompromiso ang tuloy-tuloy na paghahatid ng serbisyo publiko, lalo na para sa mga opisinang may frontline services.
“We are open to recommendations from government agencies and other stakeholders as we craft people-centric solutions, especially those that will address transport problems, but what remains paramount is ensuring uninterrupted delivery of services to the citizenry,” pagtatapos ni Nograles.
