TALIWAS sa kumakalat na impormasyon sa social media, hindi na bago ang “allotment provision” o ang pagreremit ng mga Filipino seafarers sa kursunadang local bank ng bahagi ng kanyang buwanang kita.
Ayon kay Kabayan partylist Rep. Ron Salo na punong may-akda ng Magna Carta for Filipino Seafarers Act, dati nang nakasaad sa Standard Employment Contract (SEC) ang naturang probisyon.
Panawagan ng partylist congressman sa mga Pinoy seaman, huwag basta maniwala sa mga kumakalat na balita, bagkus ay makinig o alamin ang impormasyon sa tamang source nito.
“Seafarers need to listen to proper sources of information, and not to those who exploit their vulnerabilities and whose illegal activities are affected by the protections afforded to them by the Magna Carta,” giit ng Kabayan partylist solon.
Sa ilalim ng naturang batas na nilagdaan ni Pangulong Ferdinand Marcos Jr., 80 percent lang ng basic wage at fixed overtime ang dapat ideposito ng mga Pinoy seaman sa Philippine Bank — at hindi ang 80 porsyento ng buong kita.
“This provision only covers the predictable and fixed components of a seafarer’s salary. It does not include bonuses, incentive pay, or other variable earnings of the seafarer,” ani Salo.
Paglilinaw din ng mambabatas na naging chairman ng House Committee on Overseas Workers Affairs, ang allottee ay maaari ang seafarer mismo taliwas sa kumakalat na aniya ay ‘fake news’ na hindi kailangan miyembro mismo ng huli ang dapat maging allottee.
“Seafarers may designate themselves as the allottee, allowing them to save part of their income in a Philippine bank account while they are abroad,” dagdag ng mambabatas.
“The provision encourages savings for the seafarer’s future. By remitting a portion of their salary regularly, seafarers create a form of “forced savings” that can serve as a financial buffer for retirement, emergencies, or reintegration once they return home,” paliwanag pa ni Salo.
Pagtitiyak ni Salo, ang remittance ay para sa seafarers at kani-kanilang pamilya at hindi isang uri ng buwis. Wala rin aniyang porsyentong pumapasok sa pamahalaan. (ROMEO ALLAN BUTUYAN II)
