HINDI natuloy ang pagtalakay ng Kamara sa proposed budget ng Office of the Vice President (OVP). Ang dahilan – hindi sumipot wala si Vice President Sara Duterte.
Wala rin umanong opisyal o kawani ng tanggapan ng pangalawang pangulo na pwedeng kumatawan kay VP Sara sa itinakdang oras ng budget deliberation.
Sa hindi pagdalo ni VP Sara, minabuti ng House Committee on Appropriations na unahin muna ang pagtalakay sa panukalang budget ng ibang ahensya ng gobyerno. Dakong alas 3:00 ng hapon nang matapos ng Kamara ang pagbusisi sa proposed budget ng iba pang tanggapan ng pamahalaan.
“We have disposed of all the items in the agenda today, except for one, the budget of the…OVP,” wika ni Deputy Majority Leader at Pangasinan Rep. Marlyn Primicias-Agabas.
“We have just checked the holding room of the OVP in the House of Representatives premises, and there are no persons present. We have also checked with the Committee on Appropriations secretariat and no letter has been received explaining their absence,” dagdag pa niya.
Bago pa man ang itinakdang budget deliberation sa proposed P2.07 budget ng OVP para sa susunod na taon, tatlong opisyales ng tanggapan ni Duterte ang nagtungo kahapon sa Kamara bilang kinatawan ng pangalawang pangulo. Gayunpaman, hindi tinanggap ng komite ang prisintadong kinatawan dahil sa kawalan ng letter of authorization mula sa bise-presidente ng bansa.
“However, they did not possess any written communication as required by our rules authorizing them to represent the OVP,” ani Primicias-Agabas.
“Since no one from the OVP has returned, considering the lateness of the hour, may I move Mr. Speaker that we include the OVP budget in the calendar of business, Sept. 24, 2024,” aniya pa.
Sa rekomendasyon ng House Committee on Appropriations, isinusulong na ibaba sa P733 milyon ang budget ng OVP bunsod ng pagtanggi ni Duterte tumugon sa mga tanong kung paano ginastos ang mga pondong inilaan sa OVP noong taong 2022 at 2023.
