DALAWANG taon matapos ang pandemya, muling binuhay ng isang kongresista ang overpricing sa ginawang pagbili ng COVID-19 test kits ng Department of Health (DOH), sa pamamagitan ng Procurement Service of the Department of Budget and Management (PS-DBM), noong administrasyon ni dating Pangulong Rodrigo Duterte.
Ayon kay House Appropriations Committee vice chairperson at Marikina City 2nd District Rep. Stella Luz Quimbo, may pagkakaiba-iba ng presyo sa biniling COVID-19 test kits ng PS-DBM gamit ang pondo ng Department of Health.
Partikular na tinukoy ni Quimbo ang P 47.6-bilyong inilipat ng DOH sa PS-DBM na siyang nangasiwa sa mga procurement deals sa termino ni former President Duterte.
“Napansin ko po may mga pagkakataon na pare-pareho ang test type, pare-pareho ang brand, pero iba-iba ang naging presyo, and the price difference was as high as about P500. For example, may price difference na P2,083 versus P1,562,” ani Quimbo.
“Inisa-isa po natin ang items dito sa listahan ng mga prinocure, napansin po natin na may iba-ibang cases and this is the third case. The third case is the situation where pareho-pareho ang brand, pero bakit ang laki po ng disparity in price?” pag-usisa ng ranking lady House official.
“There’s about a 500-peso price difference. It is what it is. It’s a price difference. So, I’m asking for the details on the dates of the transaction,” dagdag pa Marikina City lawmaker.
Matatandaan na sa kasagsagan ng pandemya, ipinasa ng DOH sa PS-DBM ang pondo ng ahensya para bumili ng mga COVID-19 test kit at iba pang pangangailangan. Hiwa-hiwalay ang ginawang pagbili ng PS-DBM kaya natanong kung bakit hindi na pinagsama-sama na lang ang bibilhin para nakakuha ng mas magandang presyo.
“My understanding is that, this is my layman understanding that instructions to bid would come from the DOH. So meaning to say, sasabihin ninyo ang specification, i-bid nyo na ito, kasi ang tanong is, bakit hindi nyo rin pinagsama-sama lahat ng pangangailangan?” sabi ni Quimbo.
Kinuwestyon din ni Quimbo kung magkano ang bili sa mga test kits at magkano ang presyo nito noon sa pandaigdigang pamilihan.
”And actually sir, ang next question pa nga doon, how much was the price in the world market at the time of that purchase? That’s the next question because it could be as low as 8 dollars. ‘Yan ang next question, hindi po ba?”
