WALANG kahirap-hirap na tinanggap ng pamunuan ng Kamara ang hiling ng iba’t ibang civil society groups na nais dumalo sa deliberasyon ng Kongreso para sa panukalang 2026 national budget.
Para kay House Speaker Martin Romualdez, mas makakabuti sa bansa ang mas mahigpit na pagbusisi sa panukalang budget – bagay na posible lamang aniya kung may nakamasid.
Sa isang pahayag, ibinahagi ni Romualdez ang pagkakaroon ng isang orientation seminar sa Batasan Complex para maging epektibong katuwang sa pagsusulong ng “transparency” at “accountability” sa paggastos ng pondo ng bayan, kabilang na ang proseso sa pagpapatibay ng taunang General Appropriations Act.
“Every peso in the budget must be truly responsive to the needs of our people and our country. By opening the process to civil society, we are showing that nothing is hidden and that the people themselves have a voice in shaping where their taxes will go,” wika ni Speaker Romualdez.
“Bawat piso ay may dapat mapuntahan. Bawat gastusin ay kailangang may pakinabang sa tao. Ito ang tunay na diwa ng isang bukas at tapat na budget process,” dugtong niya.
Ang naturang inisyatiba ay nakabatay aniya sa landmark reform na kanyang isinulong sa bisa ng Resolution No. 94 na nag-iinstitutionalize sa partisipasyon ng mga accredited civil society organizations (CSO) sa budget process.
Noong nakaraang linggo, personal niyang iniabot sa mga kinatawan ng CSO ang kopya ng 2026 National Expenditure Program (NEP) bilang simbolo ng kanilang pagkilala bilang opisyal na kalahok sa budget deliberations ng Kamara.
Itinuturing ng mga stakeholders ang naturang hakbang bilang “milestone for public participation” sa proseso ng lehislatura.
Kabilang sa mga accredited CSO na kalahok sa proseso ang Campaign for Tobacco-Free Kids, Center for Youth Advocacy and Networking, CODE-NGO, Commuters for Change, Health Justice, Institute for Climate and Sustainable Cities, Jesse Robredo Institute, MoveAsOne Coalition, Multiply-Ed Philippines, People’s Budget Coalition/Citizen’s Budget Tracker, Philippine Legislators’ Committee on Population and Development, REID Foundation, Safe Travel PH, Social Watch Philippines, at ang Makati Business Club.
