PARA kay Abra lone district Rep. JB Bernos, isang ‘game-changer’ ang inaasahang paglabas ng memorandum na magsisilbing gabay sa pagpapatupad ng Public-Private Partnerships (PPP) projects sa hanay ng lokal na pamahalaan.
“PPP projects are a game-changer for LGUs because our development projects need not be stymied by the lack of funding anymore. So, the impending issuance of guidelines for how we can properly embark on PPP projects would provide much-needed help especially for LGUs that lack technical expertise,” wika ni Bernos, na vice-chair ng House Committee on Good Government and Public Accountability.
Ayon sa Abra lawmaker, mismong ang PPC Center ang nag-anunsyo sa napipintong paglabas ng joint memorandum circular, katuwang ang Department of the Interior and Local Government (DILG), na magsisilbing implementation guide para sa local government units (LGUs) partikular sa implementasyon ng healthcare projects.
Pagbibigay-diin mismo ni PPP Center Undersecretary and Executive Director Rizza Blanco-Latorre, sa ilalim ng PPP Code, mas pinadali na proseso para sa pag-apruba ng PPP projects sa LGUs kung saan mismong mga sanggunian o konseho ang mag-aapruba anuman ang halaga ng proyekto.
Bunsod nito, umaasa si Bernos, na miyembro ng House Committee on Rural Development, darami ang bilang ng LGU-led PPP projects kapag inilabas na ang ang joint memo.
Aniya, sa kasalukuyan ay mayroong 64 sa nasa 251 projects na nakapaloob sa P3.13-trillion PPP pipeline ang nasa poder ng iba’t-ibang LGUs.
“I believe that with proper guidance, more local governments will access PPPs to spur local development. Now hospitals and other health facilities, better public markets and terminals, and modern agriculture will no longer be a pipe dream,” sabi pa ni Bernos.
“Sa tulong ng PPP projects, may pagkakataon na tayong maka-alpas sa pangunahing hamon ng mga lokal na pamahalaan sa inaasam na progreso dahil may katuwang sa pondo.”
