LIMANG buwan bago ang takdang petsa ng 2025 midterm election, naghain sa Korte Suprema ang isang dating mambabatas na humiling na ideklarang walang bisa ang kontrata sa pagitan ng Commission on Elections (Comelec) at South Korean firm na Miru Systems matapos umatras ang local financier ng dayuhang service provider.
Sa petisyon ni former Caloocan Rep. Edgar Erice, partikular na hirit ng dating mambabatas ang paglabas ng temporary restraining order o di kaya’y writ of preliminary injunction para pigilan ang implementasyon ng Comelec En Banc Minute Resolution No. 24-0114.
Para kay Erice, “null and void” ang notice of award at ang kontrata sa pagitan ng Comelec at Miru Systems bunsod ng pag-atras ng St. Timothy sa joint venture agreement.
“To allow the continuous implementation of the Contract St. Timothy, without the Filipino partner from whom the bulk of the funds will be sourced is akin to awarding and implementing a project with an entity ineligible to bid to begin with,” sambit ni Erice na inihaing petisyon.
“Simply put, the existence of St. Timothy in the Joint Venture was instrumental to the award of the Contract to the Joint Venture. The withdrawal of St. Timothy from the Joint Venture dissolves the latter,” aniya pa.
Gayunpaman, nanindigan si Comelec chairman George Garcia na walang epekto ang pag-atras ng St. Timothy, kasabay ng giit na meron pang dalawang Filipino firms na pasok sa joint venture agreement — ang Integrated Computer Systems (ICS) at Centerpoint Solutions Technologies, Inc.
