BAHAGYANG umusad ang impeachment complaint na inihan sa Kamara laban kay Vice President Sara Duterte.
Sa pagpapatuloy ng pagsusuri ng House Committee on Justice, ganap nang idineklarang “sufficient in form” ang reklamo laban sa pangalawang pangulo sa bisa ng unanimous consensus bunsod ng kawalan ng pagtutol sa mosyon ni House Assistant Majority Leader at San Juan City Rep. Ysabel Maria Zamora.
Kasabay nito, mariing ipinahayag naman ni House Speaker Faustino Dy III ang pagsisimula sa deliberasyon ng nabanggit na komite sa mga reklamong isinampa laban sa bise presidente ay isang constitutional process at bahagi ng tungkulin ng Kamara.
“I want to be clear about one thing: this is a constitutional process. It is not a political performance, and it is not a venue for trial by publicity,” bungad na pahayag ng House Speaker.
“Under our Constitution, the House of Representatives has the solemn duty to determine whether impeachment complaints are sufficient in form and substance. That responsibility rests primarily with the Committee on Justice, under the leadership of Chairperson Gerville Luistro. The committee has been properly notified, and the proceedings will follow established House rules,” dugtong niya.
“Let me emphasize: impeachment is not about personalities. It is about institutions. It is not about taking sides. It is about upholding the Constitution,” aniya pa.
Ayon sa lider ng Kamara, ang kanyang tungkulin ay hindi para maagang husgahan o tukuyin ang magiging resulta ng pagtalakay ng House panel, at lalong hindi para diktahan o impluwensyahan ang naturang komite.
“My responsibility is to ensure that the House functions with professionalism, order, and fidelity to the Constitution. We will allow the process to take its course fairly lawfully, and transparently. The House of Representatives will do its duty.”
Matapos namang ibasura ang pinakaunang impeachment rap na isinampa ng Makabayan bloc laban Duterte, sinunod na tinalakay ng komite ang pagtukoy kung nasa tamang porma ang dalawang natitirang reklamo sa una.
Si Zamora ang nagsulong na ideklarang sufficient in form ang pangatlong impeachment charge, na inihain ng grupo ni Father Jose Saballa; habang si Galing sa Puso Partylist Rep. Jan “Atty. JP” Padiernos naman ang nag-mosyon na ang ikaapat na reklamo na idinulog ni Atty. Nathaniel Cabrera ay masabi ring nasa tamang porma.
“There is a motion to declare the third impeachment complaint sufficient in form. Do I hear a second? Is there any objection? Hearing none. The Chair declares the third impeachment complaint, that is Father [Jose] Saballa et. al. impeachment complaint, sufficient in form,” deklarasyon ni Luistro.
“There is a motion to declare the fourth impeachment complaint, that is the Cabrera impeachment complaint, sufficient in form. Do I hear a second? The same has been seconded. Is there any objection? Hearing none. The Chair declares the fourth impeachment complaint, that the Cabrera impeachment complaint, sufficient in form. So ruled,” ang sumunod na pahayag ng lady House panel head. (ROMER R.
