DESIDIDO ang liderato ng Kamara na magsagawa ng masusing imbestigasyon hinggil sa sinasabing pagkakaroon ng “gentleman’s agreement” sa pagitan nina ex-President Rodrigo Duterte at Chinese President Xi Jinping na dahilan kung bakit naging agresibo ang Chinese maritime troops sa West Philippine Sea (WPS).
“In the exercise of our oversight powers, we will direct the appropriate House Committee to conduct an inquiry, in aid of legislation, to determine the adverse impact of such agreement on our national interests, particularly our sovereignty, sovereign rights, and territorial integrity,” pahayag pa ni House Speaker Martin Romualdez.
Diin ng pinuno ng Kamara, ang nasabing hakbang ay bilang suporta na rin ng mga kongresista sa naging reaksyon ni Pangulong Ferdinand Marcos Jr. na patuloy na tumutuligsa sa sikretong kasunduan.
“Like [President Marcos Jr.], we are ‘horrified’ by the idea of compromising the country’s rights over [WPS],” ayon pa sa lider ng 300 plus-strong legislative chamber.
Kamakailan ay inamin mismo ni Duterte ang pakikipagkasundo niya kay Xi partikular ang pagkakaroon ng “status quo” sa WPS gayundin ang pagpapatigil sa repair and maintenance ng BRP Sierra Madre, ang Navy ship na sinadyang sinadsad sa Ayungin Shoal para magsilbing military outpost ng bansa.
Sinegundahan ni Romualdez ang pangamba ni Marcos hinggil sa seryosong bantang idinulot sa karapatan ng Pilipinas na maging bahagi ng soberanya at teritoryo ng Pilipinas sa gawing kanluran ng kapuluan.
“Ayungin Shoal is part of the country’s Exclusive Economic Zone (EEZ) as reaffirmed by the 2016 arbitral ruling on the South China Sea arbitration case,” pagbibigay-diin ni Speaker Romualdez.
Ani Speaker Romualdez. Malinaw sa isinasaad ng Article 56 ng United Nations Convention on the Law of the Sea o UNCLOS, na ang isang coastal state, kabilang ang Pilipinas ay mayroong karapatan na magtayo at magmentina ng istraktura sa loob ng EEZ nito.
“This would clearly mean that our country has every right to protect and safeguard all features within our [EEZ] including the Ayungin Shoal,” giit ng Leyte lawmaker.
“Our country’s territory, sovereignty, and sovereign rights may have been compromised by a deal disguised as an ‘agreement’ to maintain the peace and status quo in the [WPS],” dagdag pa niya.
Sinabi ni Speaker Romualdez na ang “gentleman’s agreement” para sa non-supply sa BRP Sierra Madre sa Ayungin Shoal ay maituturing na rin na pagsuko sa sovereign rights sa karagatang pasok sa 200-nautical mile radius na sakop ng Philippine exclusive economic zone.
“We believe that, in the end, upholding our territorial integrity and sovereignty in accordance with our Constitution and with international law is what matters the most,” ani Romualdez.
