SA hangaring tiyakin matutugunan ang hinaing ng mga inaabuso at nasusubang Overseas Filipino Workers (OFW), isang panukalang paglikha ng bukod na komisyon ang inihain sa Kamara.
Sa ilalim ng House Bill 8805 na akda ni House Committee on Overseas Workers Affairs Chairman at KABAYAN Partylist Rep. Ron Salo, isinusulong ang paglikha ng Migrant Workers Relations Commission (MWRC) ang ang tanging mandato’y tiyakin walang OFW ang malalagay sa dehado sa kani-kanilang trabaho.
Partikular na tutukan aniya ng MWRC ang “claims and disputes” sa hanay ng OFWs.
Paglilinaw ni Salo, ang isinusulong na MWRC ay magiging katuwang ng Department of Migrant Workers (DMW). Bilang attached agency, ang magiging trabaho ng MWRC ay resolbahin ang mga gusot at reklamo ng mga OFW laban sa kanilang employer.
Inihalimbawa ng House panel head ang MWRC sa National Labor Relations Commission (NLRC) na isang quasi agency na nasa ilalim ng Department of Labor and Employment (DOLE). Trabaho ng NLRC tumugon sa reklamong inihain ng mga manggagawa laban sa kanilang employers.
Pag-amin ni Salo, ang ideya sa pagkakaroon ng MWRC na hahawak sa mga reklamo ng mga OFW laban sa kanilang employer o recruiter, ay una nang nailatag sa original draft ng ng panukalang nagbigay daan sa paglikha ng DMW.
Gayunpaman, napagkasunduan ihiwalay na lamang ang pagtalakay sa naturang mungkahi at magkaroon ng partikular na panukalang batas para sa naiwang probisyon.
“The establishment of a dedicated quasi-judicial body exclusively for OFWs to ensure a more focused and streamlined approach to address their specific needs was initially proposed. However, during the deliberations, it was decided that its creation be considered in a separate bill. Today, the need for such a specialized institution remains paramount,” paliwanag ni Salo.
“With the establishment of the MWRC, our OFWs are provided with a timely and fair resolution of their grievances. This expeditious process will be particularly advantageous for OFWs who must return abroad for work, allowing them to pursue their livelihoods without unnecessary delays caused by unresolved disputes,” giit ng mambabatas.
Sa kanyang panukala, sinabi ni Salo na ang MWRC ay bubuuin sa pamamagitan ng pagkakaroon ng isang chairman at walong commissioners na pupuno sa tatlong dibisyon.
“There shall also be Migrant Worker Arbiters and Conciliators-Mediators in arbitration branches to hear and decide cases involving OFWs or encourage them to enter into compromise agreements,” dagdag pa ng kongresista.
“Having a Commission especially dedicated to resolving the claims and disputes of our OFWS will guarantee the swift, accessible, and equitable resolution of their grievances. Their contributions remain integral to the nation’s advancement, and the MWRC stands as a testament to the government’s unwavering commitment to their well-being,” pagtatapos ni Salo.
