MINABUTI ng House Committee on Appropriations na isantabi muna ang pag-apruba sa hirit na P2.037 proposed budget para sa Office of the Vice President (OVP). Ang dahilan – nairita sa pagmamatigas ni Vice President Sara Duterte na sagutin ang mga katanungan ng mga kongresista.
Sa mosyon ni Zambales 1st Dist. Rep. Jefferson Khonghun na tumatayong Houser Assistant Majority Floor Leader, walang pagdadalawang-isip na nagpasya ang House Committee on Appropriations na isantabi muna ang pagtalakay sa 2025 proposed budget para sa OVP.
Matapos ang audio-visual at powerpoint presentation, gayundin ang pagbibigay ni Duterte official statement para sa budget deliberation, sumiklab ang palitan ng patutsada sa pagitan ng pangalawang pangulo at ni ACT Teachers partylist Rep. France Castro.
Partikular na pinuntirya ni Castro na tumatayong Deputy Minority Leader ang P125-milyong OVP confidential fund na naubos sa loob lang ng 11 araw, kasabay ng paglalabas ng notice of disallowance mula sa Commission on Audit (COA).
Sa halip na tumugon, iginiit ni VP Sara sa komite na labas sa panukalang budget ang katanungan ni Castro, kasabay ng hiling na limitahan sa proposed OVP budget ang mga ipupukol na tanong sa kanya.
Hindi rin ikinatuwa ng mga mambabatas ang paulit-ulit na litanya ni VP Sara sa tuwing ayaw niyang sumagot sa mga katanungan – “I will forego the opportunity to depend the OVP 2025 budget proposal by question and answer, I will leave it to the House of Representatives to decide on the budget proposal.”
Mas tumindi pa ang tensyon sa loob ng Kamara matapos hilingin ni Duterte na palitan si Quimbo bilang presiding officer ng budget deliberation – na agad naman tinugon ng babaeng kongresista.
“Madam Vice President, with due respect, you are not allowed to do that, you are not allowed to introduce any motion… you are a resource person in this hearing Madam Vice President,” wika ng Marikina solon.
“Madam Vice President, just please answer the question. The issue of confidential funds falls squarely within our discussion of your 2025 budget,” giit pa ni Quimbo.
Nagpahayag naman ng pagkadismaya si Lanao del Sur Rep.Zia Adiong, na siyang tumayong sponsor ng proposed 2025 OVP budget, sa kinalabasan ng budget hearing, partikular sa aniya’y maling inasal ng bise-presidente.
“She tried to avoid questions; it was very apparent. I cannot speak for her in the way she responded to the questions. I was expecting more productive exchanges because that has been the tradition since the creation of the House of Representatives. This is actually the first time that I saw that kind of deliberation. I was hoping that all the questions from my colleagues would be satisfactorily answered,” ani Adiong.
Tumagal ng humigit-kumulang sa limang oras ang pagsalang sa House panel ng panukalang 2025 budget ng OVP.
