“Kapag ang tao ay lumapit sa gobyerno, madalas ibig sabihin ay emergency yun, kung kaya dapat ay agaran din ang aksyon at serbisyong ibinibigay ng gobyerno.”
Ito ang giit ni Abra lone district Rep. JB Bernos sa umiiral na sistemang pahirap sa mga maralitang Pilipino sa panahon ng kagipitan.
Para naman sa kanyang ka-tandem sa Kamara na si Solid North Partylist Rep. Ching Bernos, “hindi angkop na pahirapan at ipasa sa iba’t ibang tanggapan ng pamahalaan ang mga mamamayan para malaman kung ano ang tulong na pwedeng ibahagi ng gobyerno.”
Bilang pambungad, inihain ng mag-asawang Bernos ang House Bill 7465 na naglalayong magpatupad ng Accelerated Citizen-Centered Social Services (ACCESS) System sa lahat ng local government units (LGU) na magsisilbing single window system para sa pagkuha ng lahat ng social services.
“Through ACCESS, Filipinos can simply go to their respective LGUs to avail of social services that they need,” paggigiit pa ni Congresswoman Ching Bernos.
“This proposal is in line with the principle of local governments being the people’s first line of help,” dugtong ng Solid North PL lady solon.
“The ACCESS System shall facilitate access, intake, coordination, referral, and tracking of various government social services,” paliwanag naman ng Bernos couple sa iniakdang HB 7465.
Nakapaloob sa panukalang batas magkaroon ng ‘one-stop-shop” para sa pagkuha ng social welfare at assistance services na ibinibigay ng Department of Social Welfare and Development (DSWD); health at social insurance services, kabilang ang membership registration, updating, verification, at information services ng PhilHealth; social security at retirement services, kasama na ang registration, contribution inquiries, at benefit application assistance para sa Social Security System (SSS) at Government Service Insurance System (GSIS); at housing at savings services, gayundin ang membership at program assistance ng Pag-IBIG Fund.
Nais din ng mag-asawang Bernos na mapabilang din sa ACCESS System ang aplikasyon para sa employment at labor assistance programs ng Department of Labor and Employment (DOLE) at Public Employment Service Offices (PESO); civil registration at identity services, kasama na ang pagproseso ng birth, marriage, at death registration sa ilalim ng Philippine Statistics Authority (PSA), at mga serbisyo na may kaugnay sa Philippine Identification System; local gov’t social services, kabilang ang mga programa para sa citizens at persons with disabilities, solo parents, scholars, indigent residents, at iba pang priority sectors.
“The ACCESS System shall serve as the primary entry for those availing government social services; provide standardized intake, documentation assistance, and referral services; coordinate with concerned agencies for application processing and follow-up; and establish a unified tracking or reference system for service requests,” saad sa isang bahagi ng HB 7465.
“It shall also provide information on eligibility, requirements, and timelines; and maintain both physical service centers and digital access platforms.”
Samantala, nanindigan si Rep. JB Bernos sa mahalagang patuloy na mapagbuti ng gobyerno ang pagkakaloob ng iba’t-ibang social services nito lalo’t ito’y maituturing na lubos na kinakailangan at dapat agarang maibigay sa mamamayan.
“Those who need social services do not have the luxury of time nor resources and capability to comply with various requirements, thus it is the government itself that should accommodate them,” pahabol ng Abra province lawmaker.
