TALIWAS sa deklarasyon ng Office of the Vice President (OVP), hindi pa umabot ng 24 oras, animo’y nawalang parang bula ang nasa P125 million confidential funds na pinangasiwaan ni Vice President Sara Duterte.
Sa pagharap sa House Committee on Justice, nagbigay ng kanyang 24-pahinang supplemental affidavit si impeachment resource person Ramil Madriaga na nagsalaysay kanyang ng naging koneksyon sa bise-presidente.
Ibinahagi rin ni Madriaga ang direktang utos ni Duterte para sa pagbiyahe ng milyong-milyong confidential funds ng OVP.
“Transport is short-hand for delivery or transportation of large sums of money between Col. (Dennis) Nolasco and me, upon the instructions of Sara,” paliwanag ni Madriaga.
“In the morning of December 20, 2022, Sara called me and she said ‘Sir Ram, please coordinate with Col. Nolasco. Meron tayong deliver sa San Pablo, Laguna, sa Nightstrip, at sa Ombudsman,’” wika ng Madriaga.
Sinabihan umano siya ni Nolasco, na bahagi ng Vice-Presidential Security and Protection Group (VPSPG), na pumunta sa Department of Education (DepEd) Central Office sa Pasig City bandang ala-1:30 ng hapon.
Sinunod naman niya umano ang utos — nagpunta sa DepEd compound kasama sina Richard Peralta Babagay, Arman Villanueva, isang tinatawag na “Chief” at isang pang kinilala niyang “Roel/Noel.”
Ayon kay Madriaga, gamit ang kanyang blue Toyota FJ Cruiser ay dumating siya sa nasabing lugar, habang sina Arman, Roel/Noel at Chief ay lulan ng isang Toyota Grandia na mayroong sticker na “INDAY SARA CHAMPORADU30” sa magkabilang gilid.
Sa panibagong utos ni Nolasco, naghintay ang grupo ni Madriaga malapit sa main entrance ng DepEd, at sinabihan din sila ng una mayroong red Mazda sedan na gagamitin din sa kanilang “deliveries”.
“At around past 3:00 or 4:00 p.m., two government vehicles, with red plates, entered the DepEd compound and then Col. Nolasco told me ‘ayan na, ayan na, ayan na,’” salaysay pa ni Madriaga.
Kasunod nito, nilapitan umano sila ni Col. Raymund Dante Lachica ng VPSPG, kasama ang isang babaeng kalaunan ay napag-alaman ni Madriaga na na si Special Disbursement Officer Gina Acosta.
“Thereafter, four large dark bags were unloaded from the vehicles – three large dark bags and one lighter-colored and relatively smaller bag. Col. Nolasco told me that each bag contained around Thirty Million Pesos (PhP30,000,000.00) to Thirty-Five Million Pesos (PhP35,000,000.00),” dugtong niya.
Dalawang large dark bags ang isinakay umano Toyota Grandia at inutusang dalhin sa Laguna at isang comedy bar sa Tomas Morato, Quezon City habang ang isang “large dark bag” at isa pang “lighter-colored bag” inilagay sa sasakyan ni Madriaga bago ito inilipat sa red Mazda sedan.
Ang Mazda sedan na minaneho ni “Noel/Roel” at dumiretso sa bahay ni Madriaga sa Cainta, Rizal.
“Before leaving the DepEd Central Office, Col. Nolasco told me to get my share from the said bags as he and Col. Lachica have already taken theirs. Hence, I took One Million Pesos (PhP1,000,000.00) for myself from the lighter-colored bag loaded to the Red Mazda Sedan,” sabi rin ni Madriaga.
“That’s when I verified that the contents of the bags were bundles of cash in one thousand denominations, and packed in stacks of one million pesos each tightly sealed in a transparent plastic,” dugtong niya.
Bandang alas-5:00 ng hapon ng nakaalis ng DepEd Central Office ang grupo ni Madriaga papunta dapat sa San Pablo, Laguna subalit binago ang delivery at sa Cabuyao, Laguna na lang sila pinadiretso.
“As we approached the designated place, I can clearly see, from our vantage point, an S&R Membership Shopping establishment. Upon arrival, I immediately saw three persons standing in wait beside a dark sports utility vehicle. One of them proceeded to the Toyota Grandia and took one of the bags,” saad ng impeachment resource person.
Sinabi ni Madriaga na matapos nito ay pumunta na sila sa Nommu Basho, na tinukoy din niya bilang “Nightstrip” na isang comedy bar sa Tomas Morato Ave., QC.
Dagdag niya, pamilyar siya sa Nommu Basho dahil ilang beses na umano siyang pumunta doon kaugnay sa grupong binuo niya na Initiative for Social Justice, Innovation, and Progress Pilipinas (ISIP Pilipinas), na nagsulong ng political plans ng bise presidente at madalas din aniya sa lugar na iyon ng ilang San Sebastian College of Law alumni, kabilang sina Assistant Special Prosecutor Ryan Rey Quilala at Atty. Reynold Munsayac, na naging spokesperson ng OVP.
“We arrived at Nommu Basho around 12:00 midnight. I went inside the establishment with Arman who was carrying the second bag. I immediately saw Atty. Munsayac who was, at the time, in the middle of the place together with a woman and several men. When he saw me, he stood up and signaled for us to go upstairs,” salaysay ni Madriaga.
“Before I got to the 2nd Floor, I saw a man who came out of a room and received the bag from Arman. After that, we proceeded to exit the premises and as I was passing near the table of Atty. Munsayac, I looked at him and he nodded,” dagdag niya.
Kaya kung susumahin umano ang kanyang ibinunyag, tahasang sinabi ni Madriaga na hindi totoo na ang P125 million na confidential ng OVP noong 2022 ay naubos sa loob lamang ng 11 araw.
