BILANG pakikiisa sa layunin ni Pangulong Ferdinand Marcos Jr. na ibayong maprotektahan ang mga magsasaka at mapatatag ang suplay ng pagkain sa bansa, inihain ni reelected Leyte 1st District Rep. Martin Romualdez ang House Bill 14, na naglalayong palakasin ang operasyon ng Philippine Crop Insurance Corporation (PCIC).
Ayon kay Romualdez, ikinalulugod niya ang patuloy na pagsusulong ni Marcos na palawakin ang crop insurance coverage lalo pa aniya’t lubos na mapapangalagaan ang mga magsasakang Pilipino.
“We are one with the President in putting farmers front and center in our development agenda. His call to expand crop insurance is not just timely—it is necessary. It’s about giving our farmers peace of mind when they plant, and hope when disaster strikes,” wika ni Romualdez na tumayong Speaker sa nakaraang 19th Congress.
“President Marcos understands that farming today means confronting floods, droughts, and typhoons—and farmers cannot face these battles alone. Our job in Congress is to make sure the support system is strong, fair, and responsive,” dagdag ni Romualdez.
Sa kanyang iniakdang HB No. 14, sinabi ng Leyte lawmaker na bukod sa PCIC, ang pribadong sektor ay magkakaroon ng pagkakataon maging bahagi sa pagkakaloob ng agricultural insurance.
Sa ilalim ng panukalang inihain ni Romualdez katuwang sina Tingog Partylist Reps. Jude Acidre at Andrew Julian Romualdez, isasama na rin sa PCIC coverage ang high-value commodities, livestock, aquaculture, farm machinery, at maging mga post-harvest infrastructure — bukod pa sa na bukod sa traditional crops tulad ng bigas at mais.
Tiwala si Romualdez na makikinabang ng husto dito ang mga maliliit na magsasakang kadalasang umiiwas sa pagkuha ng crop insurance dahil sa hindi lubos na nabigyan ng kaalaman ang mga ito hinggil sa kabutihan dulot ng programa gayundin ang alegasyon ng red tape o mahinang payouts.
