“THE 2025 General Appropriations Act is lawful, valid, and fully enforceable,” ayon kay Marikina City Rep. Stella Luz A. Quimbo, PhD, na tumatayong chairperson ng House Committee on Appropriations.
Ayon kay Quimbo, nais niyang pagtibayin ang mga naunang pahayag nina Executive Secretary Luis Bersamin, Department of Budget, and Management (DBM) Secretary Amenah Pangandaman, Senate President Chiz Escudero, at maging mismong si Pangulong Ferdinand Marcos Jr. tungkol sa naaprubahang 2025 national budget.
“There are two key points I want to stress for the benefit of all. First, the enrolled General Appropriations Bill is complete, with no blank allocations among its more than 235,000 line items,” wika ng ranking lady House official.
“Second, the Bicameral Report explicitly authorized the technical secretariats of both the Senate and the House of Representatives to implement corrections and adjustments as required. These do not affect the integrity nor the legality of the budget,” dugtong ng kongresista.
Paliwanag ni Quimbo, hindi na pwedeng baguhin alin mang bahagi ng Bicameral Committee Report kapag pirmado na ng mga miyembro.
“The enrolled General Appropriations Bill has been made publicly available, providing the best evidence of its completeness and compliance with due process. Makikita po ng lahat ito. Walang tinatago,” dagdag ng Marikina City solon.
Tahasang sinabi ni Quimbo na ang anumang pahiwatig na may gusot sa 2025 GAA ay may bahid pulitika sa halip na magsulong ng mga mas mahalaga at makatotohanang bagay.
“It is unfortunate that an administrative matter is being maliciously misconstrued to create controversy where there is none. This matter has been sufficiently explained, and at a time when we face far real and urgent national challenges, it would be more productive to focus our efforts on addressing the legitimately pressing needs of our people,” pagtatapos kongresistang higit na kilala sa larangan ng ekonomiya.
