Komunidad bahagian ng kita mula sa turismo

NAIS ni Solid North Partylist Rep. Ching Bernos na magkaroon ng “fair share” o kaukulang bahagi ang bawat komunidad sa bansa sa tourism activities sa kani-kanilang nasasakupang lugar.

Sa kanyang inihaing House Bill No. 3110 o ang Community-Based Tourism bill, binigyang-diin ni Bernos ang pangangailangang magpatupad ng malawakang pagbabago sa tourism sector.

“Considering the unique richness of our heritage and environment, it is crucial that our tourism policies are not simply top-down directives that are detached from realities on the ground,” wika ng kinatawan ng Solid North partylist sa Kamara.

“This is why we are pushing for CBT, which is rooted in principles of local empowerment, cultural respect, environmental stewardship, and inclusive economic participation, as a means of empowering our local communities and making them the agents of their own sustainable progress,” dugtong ni Bernos.

Ayon kay Bernos, isa sa mahalagang bahagi ng isinusulong na panukalang batas ay ang pagkakaroon ng transparent revenue-sharing mechanisms sa pagitan ng local government units (LGUs) at mga komunidad partikular ang pagtanggap ng huli ng minimum thirty percent of net sa tourism revenues sa bawat community-managed sites.

“No lugar da iti ipromote tayo, rebbeng na nga dagiti agnaed iti mabenepisyaran. That is the surest way to get our communities to support our government’s tourism promotion efforts,” aniya pa.

“HBN 3110 also seeks to institutionalize CBT by integrating it into national and local tourism planning, policy, and governance. It calls for the creation of a Community-Based Tourism Support Program under the Department of Tourism to provide grants, technical assistance, accreditation, and capacity-building services for community-led tourism enterprises,” paglalahad ng kongresista.

Iminumungkahi rin ni Bernos ang pagbuo ng community-based strategies sa lahat tourism-related projects at tiyakin ang pagkakaroon ng aktibong partisipasyon ng mga komunidad, kabilang ang Indigenous Cultural Communities/Indigenous Peoples, sa decision-making processes.
