SA bisa ng lagda ng higit pa kailangan bilang ng mga kongresista, pinagtibay ng Kamara ang 4th impeachment complaint laban kay Vice President Sara Duterte kaugnay ng umano’y paglustay sa kaban ng bayan.
Sa kabuuan, 215 kongresista ang lumagda sa “verified complaint” na agad itinulak sa senado na tatayong impeachment court para sa pinananabikang pagsipa ng pagdinig.
Kabilang sa batayan ng Kamara para aprubahan ang impeachment ni VP Sara ang “Culpable Violation of the Constitution, Betrayal of Public Trust, Graft and Corruption, and Other High Crimes.”
Nag-ugat ang reklamo sa pagdinig ng committee on good government and public accountability sa umano’y maanomalyang paggastos ng hindi bababa sa P612 milyong halaga ng confidential funds na inilaan ng Kongreso sa Office of the Vice President (OVP), gayun sa Department of Education (DepEd) na dating pinamunuan ng pangalawang pangulo bilang Kalihim.
Lumalabas sa imbestigasyon ng naturang komite na pawang gawa-gawa lang ang mga “acknowledgement receipts” para bigyang-katwiran ang pagkaubos ng pondo. Bistado rin ang umano’y pag-imbento ng pangalan ng mga taong nakapirma sa liquidation report ng OVP at DepEd.
Gayunpaman, hindi nakasama sa pinagtibay ng Kamara ang tatlong impeachment complaints na inihain sa Kamara noong Disyembre ng nakalipas na taon.
SABLAY NI SARA
Sa ilalim ng verified complaint, nakatala ang pitong (7) “articles of impeachment,” kabilang ang mga sumusunod:
- Conspiracy to assassinate President Ferdinand Marcos Jr. First Lady Liza Marcos, and Speaker Martin Romualdez
- Malversation of P612.5 Million in confidential funds with questionable liquidation documents
- Bribery and corruption in the DepEd during Duterte’s tenure by handing out cash to former DepEd Undersecretary Gloria Jumamil-Mercado (Procurement Head), Bids and Awards Committee Member Resty Osias, DepEd Chief Accountant Rhunna Catalan and Special Disbursing Officer Edward Fajarda
- Unexplained wealth and failure to disclose assets in the Vice President’s Statement of Assets, Liabilities, and Net Worth where her wealth increased by four times from 2007 from 2017
- Involvement in extrajudicial killings in Davao City
- Destabilization, insurrection, and public disorder efforts, which include: boycotting the State of the Nation Address (SONA) while declaring herself “designated survivor,” leading rallies calling for Marcos’ resignation, obstructing congressional investigations by ordering subordinates not to comply with subpoenas, threatening bodily harm against the First Couple and Romualdez
- The totality of the Vice President’s conduct as the second highest official of the land.
Sa isang pahayag, tinukuran ni House Speaker Martin Romualdez ang pasya ng Kamara na aprubahan ang impeachment kay VP Sara. Aniya, mandato ng Kongreso protektahan ang integridad ng 1987 Constitution at tiyakin walang sinumang opisyal ng gobyerno ang makakaiwas sa umiiral na batas.
PUMALAG SI PULONG
Samantala, inalmahan naman ni Davao City Rep. Paolo Duterte ang aniya’y maniobra ng mga kabaro sa Kongreso.
“The sinister maneuvering of certain lawmakers, led by [Iloilo] Rep. [Janette] Garin, to hastily collect signatures and push for the immediate approval and transmittal of this baseless impeachment case is a clear act of political persecution.This administration is treading on dangerous ground,” wika ng kongresistang kapatid ng bise-presidente.
“If they were unfazed by the over one million rallying supporters of the Iglesia Ni Cristo, then they are blindly marching toward an even greater storm—one that could shake the very foundation of their rule. The Filipino people will not sit idly by as this government undermines democracy and silences opposition through fabricated accusations,” dagdag ni Congressman Duterte.
Kabilang sa mga tatayong tagausig sa impeachment trial sina Batangas Rep. Gerville Luistro, Antipolo Rep. Romeo Acop, Manila Rep. Joel Chua, 1-Rider party-list Rep. Rodge Gutierrez, Ako Bicol party-list Rep. Raul Bongalon, General Santos Rep. Loreto Acharon, 4Ps party-list Rep. Marcelino Libanan, Oriental Mindoro Rep. Arnan Panaligan, Taguig Rep. Isabel Maria Zamora, Iloilo Rep. Lorenz Defensor at Bukidnon Rep. Jonathan Keith Flores.
BOLA SA SENADO
Pormal nang tinanggap ng Senado ang IKA-apat na impeachment complaint laban kay Vice President Sara Duterte hinggil sa kasong betrayal of public trust matapos aprubahan ng Mababang Kapulungan.
Tinanggap ang Impeachment complaint ng tanggapan ni Atty. Reynaldo Bantug, secretary ng Senado, ang verified complaint laban kay Duterte na personal na dinala ni House Secretary General Reginald Velasco.

Pangatlo si Duterte sa sinampahan ng impeachment complaint sa lahat ng impeachable officers ng bansa. Una si dating Pangulong Joseph Estrada matapos matapos pumutok ang Jose Velarde account na naglalaman ng milyong pondo. Pangalawa si yumaong Chief Justice Renato Corona sanhi ng betrayal of public trust.
Para tuluyang matanggal si Duterte sa pwesto, kailangan makumbinsi ng prosecution panel ang 16 na senador, habang walong senador ang kailangan ni VP Sara para mapanatili ang pwesto bilang pangalawang pangulo.
