Confidential funds ng OVP ipinagkatiwala sa ‘outsider’

KINUMPIRMA ng isang katiwala ni Vice President Sara Duterte na hindi konektado sa Office of the Vice President (OVP) si Army Col. Raymund Dante Lachica na tumatayong head security ng pangalawang pangulo.

Sa pagtatanong ni Senator-Judge Vicente Sotto III, hayagang inamin ni Assistant Chief of Staff Lemuel Ortonio na wala si Lachica sa talaan ng mga “empleyado” ng tanggapan ng bise-presidente.

“I’m sure you would know: What is the employment status of Col. Lachica in the Office of the Vice President?,” tanong ni Sotto.

“Col. Lachica is the group commander of the VPSPG (Vice Presidential Security and Protection Group), and he is not an employee of the OVP, but he has an order coming from the AFP (Armed Forces of the Philippines) designating him as the group commander for the Vice Presidential Security and Protection Group,” tugon naman ni Ortonio.

“He does not have any employment status in the Office of the Vice President,” sundot na katanungan ni Sotto.

“Yes, Your Honor,” maagap na sagot ng hostile-witness ng prosekusyon.

Ayon kay Ortonio, ang OVP security head ang siyang nagbibigay ng impormasyon hinggil sa naging sagot ng OVP sa Commission on Audit (COA) findings, na naging pagpuna ng state auditor samaling paggasta sa P500 confidential funds ng bise presidente.

Nauna rito, sinabi ni former OVP special disbursing officer Gina Acosta na matapos na mag withdraw sa bangko ay direkta niyang ibinigay kay Lachica ang pera, na aabot sa kabuuang P500 million, base na rin sa utos sa ni Duterte.

Pag-amin ni Acosta, sumunod siya sa utos ng pangalawang pangulo kahit batid niyang labag sa nilalaman ng Joint Circular hinggil sa tamang paggamit ng confidential funds.

Bunsod nito, kumbinsido naman si dating Surigao del Norte Rep. Robert Ace Barbers — na tumatayong spokesperson at adviser ng House Prosecution panel — na ang salaysay ni Ortonio ay lalong nagpabigat sa alegasyon ng maling paggamit ng OVP sa P500 million confidential funds nito.

Partikular na tinukoy ni Barbers ang legal at administrative safeguards ng naturang pondo dahil itinuturo si Lachica na tumatanggap at direktang gumamit ng confidential funds kahit hindi konektado sa OVP.

“Hindi ka naman pala organic, hindi ka kasama doon sa organization where the disbursement of these confidential funds is placed, pero mailalagay sa kamay mo ang pera kahit hindi ka disbursing officer at hindi ka rin bonded officer,” punto ni Barbers tungkol sa Army colonel.

Para kay Deputy Speaker Jefferson Khonghun ang mga rebelasyon nina Acosta at Ortonio ay naglantad sa depekto ng pangangalaga sa public funds, na ipinamahala at ipinagkatiwala sa bise presidente.

“Doon natin makikita na meron talagang pagkakamali sa proseso, lalong-lalo na sa pagtatalaga kung sino iyong may responsibility na mag-disburse. Bumabalik tayo: sino ba iyong may responsibility, sino ba iyong nagsabi, sino ba iyong nag-order kung sino ang mag-disburse?” 

“Talagang command responsibility ang nakikita natin na nagkaroon ng problema.”
