KINATIGAN sa plenaryo ng Kamara ang rekomendasyon ng House Ethics and Privileges na patawan ng pinakamabigat na disciplinary penalty si Cavite 4th Dist. Rep. Francisco “Kiko” Barzaga.
Ayon kay Ethics committee chairman at 4PS Partylist Rep. JC M. Abalos, napatunayang “guilty” ang bagitong kongresista sa reklamong disorderly behavior, conduct unbecoming of a member, at violation of the House Code of Conduct.
Sa botong 265 ang sang-ayon, 14 ang tutol at walong abstention, inaprubahan ang Committee Report No. 298, na tuluyang nagpatalsik sa batang kongresista mula sa ika-apat na distrito ng Cavite.
Partikular na tinukoy ng Ethics Committee ang paglabag ni Barzaga sa probisyon sa ilalim ng Sections 141(a) at (b) ng House Rules.
Lagpak din umano ang grado ng Cavite solon sa antas ng “professionalism” na itinatakda ng Republic Act (RA) No. 6713, o ang Code of Conduct and Ethical Standards for Public Officials and Employees.
“The Committee approves to recommend the imposition of the most severe penalty of expulsion from office upon Representative Kiko Barzaga, pursuant to Section 16, Paragraph 3, Article 6 of the Constitution, Section 142, Rule 20 of the Rules of the House of Representatives, and Section 52.B.5, Rule 9 of the Committee Rules. Madam Speaker, let this report serve as a firm reminder that while opinions may differ and expressions may vary, the sanctity of the legislative process and respect for the Filipino people we represent must remain absolute. I urge my distinguished colleagues to approve this Committee report,” ani Abalos sa sponsorship ng committee report.
Pinanindigan ng komite ang rekomendasyon nilang pagpapatalsik kay Barzaga na hindi natinag sa kabila ng dalawang 60-day suspension na ipinataw bunsod ng kawalang respeto sa Kamara at paninirang-puri sa mga kapwa kongresista.
“The Committee considers that another penalty of suspension will not likely deter the improper behavior which continuously reflects negatively on the image of the House of Representatives,” saad pa sa report.
Ang nasabing committee report ay mula sa Ethics complaint na inihain ni Deputy Speaker at Iloilo Rep. Janette Garin mula sa sinasabing mapanirang social media post ng bagitong mambabatas noong Setyembre 2025.
