GANAP nang isinara ng House Committee on Justice ang masusing paghimay sa ikatlong impeachment complaint na inihain laban kay Vice President Sara Duterte.
Partikular na sinuri ng komite ang anim na “articles of impeachment” na gagamiting batayan sa pagpapasya kung may sapat na batayan ang naturang reklamo.
Matapos ang deliberasyon ng House panel sa ikaapat na impeachment rap, inaasahan naman pagbobotohan ng mga committee members ang porma ng third impeachment complaint na inihain ng grupo ni Fr. Jose Saballa at inindorso ni ML Partylist Rep. Leila De Lima.
Sa tinaguriang Saballa et. al. complaint, inakusahan ang bise-presidente ng culpable violation of the Constitution at betrayal of public trust kaugnay ng umano’y paglustay ng P500-million confidential funds ng Office of the Vice President (OVP) para sa taong 2022 at 2023; gayundin sa pagwaldas ng P112.5 million confidential funds ng Department of Education (DepEd) noong fiscal year 2023.
Pasok din sa sisilipin ng komite ang corruption at bribery ng DepEd officials; pagkontrata ng hitman na papatay kay Pangulong Ferdinand Marcos Jr., asawang si Liza Araneta-Marcos at dating House Speaker Martin Romualdez.
Kabilang rin sa isyu ang sinasabing unexplained wealth, ang maling deklarasyon sa isinumiteng Statement of Assets, Liabilities and Net Worth (SALN) at panawagan para pabagsakin ang kasalukuyang administrasyon.
Mahigpit namang pinaalalahan ang mga committee members na ituon ang pagtalakay sa pagtukoy kung ang nabanggit na sumbong ay naabot ang itinakdang panuntunan para masabing mayroong itong sapat na batayan.
“Rule 3, Section 5 of the House Rules on Impeachment Proceedings states that the requirement of substance is met if there is a recital of facts constituting the offense charged and determinative of the jurisdiction of the committee,” wika ni Committee Vice Chair at San Juan City Rep. Ysabel Maria Zamora.
“So we have to confine ourselves within the four corners of the complaint to check if there is a recital of facts which will show the nexus with the impeachable offenses charged,” aniya pa.
Samantala, nakatakdang isalang naman sa pagpapatuloy ng committee deliberations ang fourth impeachment rap na isinumite ni Atty. Nathaniel Cabrera, na inindorso naman nina Deputy Speaker Paolo Ortega V at House Committee on Human Rights Chairman Bienvenido Abante para sa pagtukoy kung ito’y sufficient in substance. (ROMER R.
