HINDI angkop pahirapan ang mga aplikante sa proseso ng paghahanap ng trabaho. Ito ang buod ng panukalang Ginhawa sa Paghahanap ng Trabaho Act na buong pwersang isinusulong ng pinakamalaking partido sa Kamara.
Sa ilalim ng House Bill 8192 na akda ng mga kongresistang miyembro ng Lakas-Christian Muslim Democrats (Lakas-CMD) na pinamumunuan ni dating House Speaker Martin Romualdez, layon ng panukala tulungan ang mga aplikante sa paghahanap ng trabaho.
Partikular na target ng HB 8192 ang mga first-time jobseekers, gayundin ang mga kabataang Pilipino.
“This measure is aimed at making job hunting easier and more accessible for applicants, particularly first-time jobseekers and young Filipinos who often spend days lining up for clearances, photocopying documents, and repeatedly submitting the same requirements for every application,” pahayag ni Romualdez.
“House Bill 8192, forms part of the party’s Ginhawa KIT (Kuryente, Internet, Trabaho) legislative package, which seeks to deliver everyday relief by addressing electricity costs, internet access and employment opportunities,” dagdag ng dating lider ng Kamara.
“This is an important and integral reform that Lakas-CMD is pushing because jobseekers deserve a process that respects their time, protects their documents, saves resources, and helps them get hired faster. Part ito ng Ginhawa KIT package we envision to deliver real relief to the underprivileged and underserved, so the first step into work becomes simpler, safer, and more dignified for Filipino families,” paliwanag pa ng abogadong pinuno ng Lakas-CMD.
Target ng amyendahan HB 8192 ang mga probisyon sa ilalim ng First Time Job Seekers Assistance Act, kabilang ang fees, charges at paulit-ulit na pagkuha ng mga dokumento.
“In practical terms, it limits early requirements to a basic, reasonable set, stops employers from making applicants surrender original civil registry documents, reduces redundant clearances through a ‘no multiple clearance’ rule, and introduces consent-based QR verification through eGovPH so applicants do not have to keep submitting the same documents to every employer.”
Sa panig ni Lanao del Sur Rep. Zia Alonto Adiong, chairman ng House Committee on Suffrage and Electoral Reforms, sinabi niyang nakapaloob din sa inihaing panukala ang pagkakaroon ng modern hiring system sa pamamagitan ng pagbuo ng Employment Verification Service, nakapaloob sa eGovPH platform.
“This will allow employers to verify select job-application information through QR-enabled verification with the applicant’s affirmative and revocable consent.”
