SADYANG tigasin ang mga pulis lalo pa’t may ranggo, pero higit na matigas ang quad committee ng Kamara kasunod ng direktibang pag-aresto kay Police Colonel Hector Grijado na di umano’y puro palusot para umiwas sa patawag ng Kongreso.
Sa mosyon ni Assistant Majority Leader at Taguig Rep. Pammy Zamora, hiniling sa joint panel na i-cite in contempt si Grijaldo sa aniya’y patuloy na pag balewala sa mga imbitasyon sa congressional hearing.
Kasunod ng hirit ni Zamora, iminungkahi naman ng mga iba pang miyembro ng quad comm na agad na ipadampot si Grijaldo para ipiit sa detention facility sa Batasan Complex hanggang matapos ang pagdinig ng Kamara sa kalakalan ng droga at extrajudicial killings na naganap sa ilalim ng nakalipas na administrasyon.
“Sorry, Mr. Chair. I think we’ve given him, what’s his name? Col. Hector Grijaldo, enough leeway. Sobrang bait na natin sa kanya and I think it’s the right time to make an appropriate motion. Sumosobra na siya,” wika ng gigil na kongresista sa aniya’y palusot ng PNP Colonel.
“This is, I believe, his fourth time to skip the Quad Comm. Pero sa Senate, wala naman siyang rotator cuff syndrome. I’m sorry, but I really believe it’s high time that with the indulgence of all the Chairmen that I move to cite Col. Hector Grijaldo in contempt,” ayon sa Zamora.
Humirit naman ng mas mabigat na parusa kay Grijaldo si Lanao del Sur 1st District Rep. Zia Alonto Adiong. Mungkahi ni Adiong, ikulong ang police official hanggang sa paglabas ng committee report and Quad Comm sa plenaryo ng Kamara.
“So there is a motion to detain Col. Hector Grijaldo in the detention facility of the House of Representatives until the Quad Comm terminates its committee hearing. Is there any second? Duly seconded. Any objections? Hearing none, the motion is approved,” deklarasyon naman dito ni Surigao del Norte Rep. Robert Ace Barbers na tumatayong lead chair ng joint-panel.
Humarap sa ika-13 pagdinig ng Quad Comm sina Police Col. Dominic Guevara, chief PNP General Hospital, at Police Lt. Col. Lionel Garcia, chief ng Orthopedic Department ng PNP-GH para mag-update sa medical status ni Grijaldo.
“Upon checking the patient (Grijaldo), the patient is awake, coherent, cooperative, and ambulatory. Upon knowing he underwent shoulder surgery last December 2, one day post-operatively, he underwent physiotherapy bedside post,” paglalahad ni Garcia.
“From my orthopedic point of view, the patient may be able to attend this hearing but depende po yan kung papayagan siya ng kanyang attending doctor. Hindi po kasi namin nakita yung kanyang medical record, which is hindi kami pinayagan ng hospital.”
Sa pagharap ni Grijaldo sa pagdinig ng senado, hayagang inakusahan ng koronel sina quad comm co-chairpersons Santa Rosa City Rep. Dan Fernandez at Manila 6th District Rep. Bienvenido “Benny” Abante Jr. ng pamumwersa di umano na tumestigo at aminin na umiral ang reward system sa giyera kontra droga ng nakalipas na administrasyon.
Sa panig Police Col. Rowena Acosta, chief ng Personnel Holding and Accounting Unit ng PNP, inabisuhan ang quad comm hinggil sa kasong administratibo laban kay Grijaldo para sa neglect of duty dahil sa patuloy na pagtanggi na humarap sa legislative hearings.
“Last November 26, the Directorate for Investigation and Detective Management informed us that they are currently conducting a pre-charge investigation and an admin case of neglect of duty regarding his absence last November 7,” sabi ni Acosta.
Si Grijaldo ay binigyan ng sampung araw para magsumite ng counter-affidavit bilang bahagi ng pre-charge evaluation.
Inamin ni Acosta, sa pagtatanong na rin sa kanyang mga kongresista, na maaari pa ring masampahan ng dagdag na kasong administratibo si Grijaldo sa bawat bigong pagsipot sa paanyaya ng quad comm. (Romeo Allan Butuyan II)
