KASABAY ng pahayag ng suporta sa Charter Change (ChaCha) na agresibong isinusulong ni Sen. Robin Padilla, iminungkahi ng isang senior adviser ng Palasyo na isama sa amyenda ng 1987 Constitution ang probisyong nagbabawal sa pagpasok, pananatili at paggamit ng armas nukleyar.
Sa ginanap na pagdinig ng Senate Committee on Constitutional Amendments and Revision of Codes na dinaluhan ni Presidential Legal Counsel Juan Ponce Enrile sa paanyaya ni Padilla, iginiit ng 99-anyos na opisyal ang napapanahong pagbabago Saligang Batas na binalangkas at pinagtibay 36 na taon na ang nakalipas.
Partikular na tinukoy ni Enrile ang Article II Section 8 ng 1987 Constitution kung saan nakasaad ang pagbabawal ng anumang uri ng armas nukleyar sa bansa.
“The Philippines, consistent with the national interest, adopts and pursues a policy of freedom from nuclear weapons in its territory”
Sinisi rin niya ang yumaong dating Pangulong Corazon Aquino sa tinawag niyang “most unwanted provision” sa ilalim ng umiiral na Konstitusyon.
“We must now remove the restriction imposed by the Cory administration on this country and her people not to have any nuclear weapons in the country. I think in my personal opinion that is the most serious and unwanted provision in the Constitution,” sambit ni Enrile.
“In the modern world today a small country can protect itself against the superpowers if they have nuclear weapons… If we can afford it we should also have nuclear weapons so our people will not be trampled upon let alone made a tuta or alipin of other countries,” dagdag pa niya.
