SA hangaring tugunan ang tinatawag na ‘revenue leakages’ sa pamahalaan, iminungkahi ni House Speaker Ferdinand Martin Romualdez sa Palasyo ang agarang implementasyon ng ‘one strike policy’ para sa mga tamad na district collectors.
Partikular na tinukoy ni Romualdez ang mga district collectors mula sa dalawang pinakamalaking kawanihan ng gobyerno – ang Bureau of Customs (BOC) at Bureau of Internal Revenue (BIR).
Para kay Romualdez, higit na kailangan tiyakin ng pamahalaan na makalikom ng sapat na pondong pantugon sa mga pangangailangan ng mga Pilipino at panustos sa mga makabuluhang programa at proyekto ng gobyerno.
Hindi aniya, kailangan sa pamahalaan ang mga patulog-tulog, tamad at inuuna ang sariling interes habang nasa pwesto.
“The one strike-strike policy is a key step toward achieving our revenue goals. We need additional funds for assistance, creation of job opportunities through infrastructure projects and other programs to help the people,” Romualdez said.
Ayon kay Romualdez, nalalagay sa kompromiso ang mga prayoridad ng pamahalaan sa tuwing kapos kumpara sa itinakdang revenue collection ang ipinapasok sa gobyerno ng mga district collectors.
Marami naman aniyang pwedeng humalili – yaong mga may kakayahang tumugon sa hamon ng mandato.
Panukala ni Romualdez, sibak agad sa sandaling makapagtala ng mas mababa sa takdang target collection.
“Let us help the government meet its revenue targets. I hope our call will send a clear message for our collectors to perform at the highest level.”
“Taxes are the lifeblood of government in the implementation of pro-poor programs designed to alleviate poverty and reduce inequality. It is of vital importance in the government’s effort to provide access to better education, health care and social protection programs,” dagdag pa niya.
