GANAP nang inaprubahan ng Senado sa ikatlo at huling pagbasa ang panukalang nagsusulong sa paglikha ng Bulacan Special Economic Zone (BuZ) and Freeport na inaasahang magpapaunlad sa lalawigan ng Bulacan at karatig-bayan.
Sa pinagtibay ng Senate Bill 2572 na akda ni Senador Grace Poe, isinusulong din ang paglikha ng New Manila International Airport sa lalawigan.
Gayunpaman, nananatiling may-agam-agam si Senador Alan Peter Cayetano sa kabila pa ng ibinigay na suporta sa BuZ and Freeport Zone. Plano ni Cayetano maghain ng hiwalay na paliwanag hinggil sa kanyang posisyon.
Samantala, buo naman ang suportang ibinigay ni Senate Majority Leader Joel Villanueva sa panukalang aniya’y magdadala ng kaunlaran sa kanyang tinubuang lalawigan.
Para kay Villanueva, malaking bentahe sa Bulacan ang naturang panukala sa sandaling ganap na maging batas. Kumbinsido rin aniya siya na malaki ang magiging ambaf ng Bulacan sa pambansang kaunlaran sa sandaling ganap na sumipa ang BuZ and Freeport Zone sa lalawigan.
“The passage of this measure is a step towards achieving this hope and vision,” ayon kay Villanuevva.
Bukod kina Poe at Villanueva, co-sponsor din ng panukala si Senate President Juan Miguel Zubiri kasama sina Senate President Pro Tempore Loren Legarda, Senador Pia Cayetano, Ronald Dela Rosa, JV Ejercito, at Christopher Lawrence “Bong” Go.
“Throughout our collective brainstorming, we have crafted a vastly-improved bill that adheres to the constitutional provisions on land conversion, balances economic growth with environmental protection, and warrants greater local government unit (LGU) representation at its helm,” ayon kay Poe.
“It will spur investments, create more jobs and will be a model, not just here in the Philippines, but all over Asia,” dagdag pa niya.
Sa pagtataya ni Poe, maaaring kumita ang BuZ ng hindi bababa sa P130.9 billion at makalikha ng 800,000 hanggang 1.2 million trabaho para sa mga Pinoy.
“Under the bill, the BuZ shall be developed into and operated as a ‘decentralized, self-reliant and self-sustaining, aviation hub, industrial, commercial, trading, agro-industrial, tourism, retirement, banking, financial and investment center, emerging and future technologies, with suitable residential areas,” saad sa isang bahagi ng panukala.
Base sa probisyon ng SB 2572, lilikha ng Bulacan Special Economic Zone and Freeport Authority (BEZA) na isasailalim naman sa pangangasiwa ng Office of the President.
“With this measure, the Bulakeños and the rest of the country can expect a world-class economic zone that we can be proud of,” pagtatapos ni Poe.
