PARA kay House Senior Deputy Majority Leader at Ilocos Norte First District Rep. Sandro Marcos, higit na angkop talupan ng Kongreso ang biglaan at malawakang blackout sa Western Visayas nito lamang nakaraang Enero 2.
Sa paghahain inihain ng House Resolution 1534, target din ng presidential son na rebisahin ang prangkisa ng National Grid Corp. of the Philippines (NGCP).
“There is a compelling need for Congress to conduct an investigation with the end in view of revisiting and reviewing the franchise of the NGCP” diin ng batang Marcos sa dalawang pahinang resolusyon.
Ayon sa Senior House Deputy Majority Leader, layunin ng gagawing pagsisiaysat ng Kamara masiguro ang pagkakaroon ng “timely expansion of the transmission system in line with the development needs of our people and for its effective and efficient operation.”
“The review should include the possible separation and transfer of the systems operation function from the NGCP to another entity which could carry out such function more efficiently,” hirit pa panganay na anak ng Pangulo.
Ayon sa bagitong mambabatas, ang pagkakaroon ng “streamlining’ ay magbibigay daan upang matutukan ng husto ng NGCP construction at operation ng mga transmission grid kung saan binigyan-diin din niyang napapanahon na rin marebisa ang special tax na ipinapataw sa huli, bukod pa ang ibang national at local taxes.”
“In pursuit of the common good and in line with its constitutional mandate to conduct investigations in aid of legislation, it behooves Congress to put in place energy security to ensure our country’s development,” giit pa ni Marcos.
Isinusulong din ng ranking House official na sa pamamagitan ng gagawing legislative inquiry, maaaring matalakay ang posibilidad na bigyan ang Energy Regulatory Commission (ERC) ng kapangyarihan magpataw ng administrative penalties sa transmission concessionaire ng hanggang P2 million kada araw sa paglabag o kabiguang sundin ang alinman sa regulatory rules.
Ani Marcos, di na dapat maulit ang power outages na dahilan ng janselasyon ng face-to-face classes, pagkalugi ng mga negosyo, paghimpil ng turismo at ang peligrong dulot sa mga pasyente sa mga pagamutang kabilang sa mga nawalan ng kuryente sa Panay region.
