HINDI katanggap-tanggap para sa mga miyembro ng House Committee on Suffrage and Electoral Reforms ang tila minadaling pagbibigay ng P18-billion poll automation sa South Korean firm na Miru Systems Co. Ltd., para sa nalalapit na 2025 midterm elections.
Labis din ikinadismaya ng mga mambabatas, sa pangunguna ni Rizal 2nd District Rep. Dino Tanjuatco ang kabiguan mga opisyal o kinatawan ng nasabing kompanya na humarap sa isinagawang pagdinig ng naturang komite.
“Members of this committee wanted to ask questions to Miru, the systems provider. I wonder why there is no sense of urgency for the contractor to attend this meeting. The expectation of the committee was there will be a demonstration to ensure the integrity and truthfulness of counting machines to be used in next year’s election,” pahayag ni Tanjuatco.
“We are talking about the next election, which must be transparent, truthful and with integrity. If Miru as the service provider does not provide importance to those three conditions, there’s a problem,” dagdag ng kongresista.
Nagtataka rin si Tanjuatco kung bakit sa kabila ng unang posisyon ni Comelec Chairman George Garcia na kontra sa pagpasok ng Miru bunsod ng mga eskandalong kinasangkutan ay tinuloy pa rin ng poll body ang multi-billion deal.
“During the February 21 demo that I attended, I raised to Chairman Garcia numerous concerns regarding the Miru machine and the procurement process. He personally assured me that the Comelec would not be awarding the contract to Miru just yet, and that there would be time to address these mounting concerns. To my utter surprise and disappointment, the Comelec awarded the contract the very next day,” paglalahad ni Tanjuatco.
Isa sa mga obserbasyon ni Tanjuatco sa kanyang pagtutol ang pagbasa ng automated machine ng South Korean firm sa lukot, markado at punit na sample ballots sa naturang demo.
Samantala, kapwa kinwestyon rin nina Cagayan de Oro 2nd District Rep. Rufus Rodriguez at Mountain Province Rep. Maximo Dalog Jr., na tumatayong chairman ng nabannggit na komite ang hindi pagsipot sa pagdinig sa kabila pa ng paanyaya ng Kamara.
Maging si House Deputy Minority Leader at Alliance of Concerned Teachers (ACT) Partylist Rep. France Castro, diskumpyado rin sa Miru. Ayon kay Castro, nararapat ungkatin ang mga kontrobersiya ng Miru at mga kumpanyang pasok sa joint venture.
“We’ve heard that the Comelec’s bidding process may have been tailor-fit for Miru, as the chosen bidder,” sabi pa ni Castro. Para sa militanteng kongresista, isang malaking “red flag” ang isyu ng katiwalian kaugnay ng hinawakang halalan sa Argentina at Kyrgyzstan.
Samantala, Comelec naman ang pinuntirya ni Kabataan Partylist Rep. Raoul Manuel sa pagbabalewala sa kapalpakan ng Miru sa botohan sa Democratic Republic of Congo (DRC) at Iraq.
