SA kabila ng manipis na posibilidad na katigan ng mga kapwa mambabatas sa Kamara, muling itinulak ng Akbayan Reform bloc ang panukalang batas na naglalayong wakasan ang paghahari ng ilang pamilya sa politika.
Sa bisa ng komprehensibong anti-political dynasty bill, target ng mga militanteng kongresista buwagin ang kultura ng pagpapasa-pasahan at palitan ng pwesto ng mga miyembro ng dinastiya.
“At stake is the promise of democratic equality,” sabi ng Reform bloc sa isang pahayag. “We cannot call ourselves a democracy if power keeps circulating among the same families. It’s time to widen the door so leadership truly comes from the people.”
Ayon kay Dinagat Islands Rep. Kaka Bag-ao, layon ng House Bill 5905 ipatupad ang Article II, Section 26 ng 1987 Constitution na magbigay ng patas na oportunidad sa pagseserbisyo publiko at nagbabawal sa political dynasty.
“This is about giving our communities more voices and more choices,” wika ni Bag-ao, kasabay ng pag-amin na hindi na bago ang naturang panukala.
“We’ve already ensured that SK leadership isn’t inherited. It’s time to do the same across all levels of government,” anang kongresista patungkol naman sa Sangguniang Kabataan Reform Law (Republic Act 10742).
Iginiit naman ni Akbayan Rep. Chel Diokno na dapat mangibabaw ang mandatong binigay ng Konstitusyon sa Kongreso.
“Sadly, political dynasties have grown in defiance of that mandate for decades. We should finally put a stop to this by passing this measure so we can end corruption and the rule of the few, giving others the opportunity to serve our countrymen,” dugtong ni Diokno.
Sa panig ni Akbayan Rep. Perci Cendaña, hindi na aniya dapat basta-bastang anti-political dynasty lamang ang pagtibayin ng Kongreso.
“Hindi lang tayo dapat magpasa ng basta-bastang Anti-Political Dynasty Law. Dapat comprehensive. Dapat walang sinasanto at walang lusot. Political dynasties not only monopolize political power and economic opportunity in the hands of a few, they are also opportunities for corruption,” sambit ni Cendaña.
“Parang kartel sa negosyo, pag sinosolo ng iilang pamilya ang poder, oportunidad ito na magkamal ng pera imbes na maglingkod sa bayan. Kung ang mayor ay kurakot paano nga naman siya babantayan ng vice mayor at mga konsehal kung sila yung asawa, anak, o pinsan niya?” aniya pa.
Ayon naman kay Akbayan Rep. Dadah Kiram Ismula, ang posisyon sa gobyerno ay para sa pagseserbisyo at hindi pamana sa mga kapamilya.
“Leadership should go to those who step up for the many, not those who simply protect power for the few,” sabi ni Ismula. “In Mindanao, provinces controlled by political dynasties suffer from decades of inequality and injustice. If we end the rule of dynasties, we can unlock development in Mindanao.”
Batay sa pag-aaral ng Ateneo Policy Center noong 2017, 29 percent ng mga elected positions sa bansa ay hawak ng political dynasty.
