NAGPAHAYAG ng pagkadismaya si Sen. Ronald “Bato” dela Rosa sa desisyon ni Pangulong Ferdinand Marcos Jr. na alisin ang mga dating presidente ng bansa bilang kasapi ng National Security Council (NSC).
“Sayang, ako’y nanghihinayang sa experience – the wealth of experience ng mga former presidents that could be converted into valuable inputs in crafting defense policies ng sitting president,” wika ni dela Rosa.
Sa bisa ng Executive Order 81, inutos ni Pres. Marcos ang balasahan sa NSC kung saan kabilang sa mga nalaglag si Vice President Sara Duterte ang tatlong dating pangulo ng bansa – Joseph Ejercito Estrada, Gloria Macapagal-Arroyo at Rodrigo Duterte.
Pag-amin ni dela Rosa, mandato ni Marcos ang magpatupad ng “reorganization” sa alin mang tanggapan sa ilalim ng executive branch ng gobyerno — at hindi na rin aniya bago ang pagsipa ng bise-presidente sa NSC – tulad ng nangyari kay former Vice President Leni Robredo na pinagbawalan dumalo sa pulong ng gabinete at maging sa NSC..
“Maybe they find it uncomfortable na you know, convening the National Security Council with the Vice President around, so tinanggal nila. Discretion nila yan, hindi naman nakalagay sa Constitution natin na talagang nandyan ang Vice President, so ayaw lang nila, they can do everything, the chief executive has the power to reorganize all the departments and offices under the executive branch,” paliwanag ng former chief ng Philippine National Police.
Subalit nanghihinayang pa rin si Dela Rosa sa pag-aalis sa mga dating pangulo lalo pa’t may mga pwedeng matutunan o makukuhang impormasyon si Marcos mula sa mga dating lider ng bansa.
“Yung former presidents, I don’t know kung nagawa na yan noon because pagdating kasi sa security aspect, napaka-valuable ng inputs na pwedeng ibigay ng mga former presidents sa sitting president, the current president. Napaka-valuable advice. Very valuable ang inputs na maibigay nila sa National Security Council na mapakinabangan ng current president or sitting president,” giit ng senador.
Bukod sa pagtatanggal sa bise presidente at tatlong dating pangulo bilang miyembro ng council, iniutos din sa EO 81 ang pagsasama sa tatlong deputy speakers (sa rekomendasyon ng House Speaker) bilang kasapi ng NSC, kapalit ng “Deputy Speakers for Luzon, Visayas, at Mindanao” na siyang nasa nakalipas na reorganization ng Arroyo administration noong 2001.
