TAHASANG inilarawan ni House Quad Comm lead chair at Surigao del Norte Rep. Robert Ace Barbers na isang ‘catastrophic failure’ ang madugong giyera kontra droga, kalakip ang pabuyang inilaan sa kada ulong itinumba ng mga unipormadong berdugo.
“While I supported the anti-drug campaign of the previous administration as a necessary response to a growing crisis, it is now undeniable that it became a catastrophic failure,” wika ni Barbers.
“Instead of upholding justice, it opened the floodgates to corruption in the PNP, fostered a culture of impunity that left thousands of innocent lives destroyed, and even allowed recycled drugs to poison our streets again,” dugtong ng kongresista mula sa katimugan ng bansa.
Ayon kay Barbers, na tumatayong chairman ng House Committee on Dangerous Drugs, ang pagsasampa ng kaukulang kaso at pagpapataw ng administrative sanctions sa 30 pulis, kabilang dalawang heneral sa nabistong fabricated drug haul noong 2022 ay mabigat na patunay sa pang-aabuso sa polisiya ng administrasyong Duterte sa inilunsad na kampanya laban sa droga.
“This only confirms what we in the Quad Comm have uncovered — the Duterte administration’s reward system turned law enforcement into a criminal enterprise. It prioritized kill statistics and inflated accomplishments over genuine reform and public safety,” diin pa ng House panel head.
Naunang inihayag ni Interior and Local Government Secretary Jonvic Remulla na ang pinalabas na drug operations na kinasasangkutan ni Police Master Sergeant Rodolfo Mayo ay bahagi ng malawak na sabwatan para pagtakpan ang criminal activities na kinasasangkutan ng ilang pulis.
Bunsod nito, sinabi ng Kalihim na magsasagawa ang Department of Interior and Local Government (DILG) ng imbestigasyon sa mga kahalintulad na operasyon mula 2016 hanggang 2022, kasama ang ‘reward system’ na unang nabunyag sa pagdinig ng Quad Comm.
“This reward system didn’t just encourage shortcuts—it bred criminal enterprises within the very institution tasked with upholding the law. Officers fabricated evidence, inflated statistics, and exploited the system for personal profit, while those who should have been held accountable were shielded,” pahayag ni Barbers.
