HINDI pinatulan ng Office of the Ombudsman ang palusot ni former Undersecretary Lloyd Christopher Lao ng Department of Budget and Management (DBM) na nahaharap sa kasong katiwalian kaugnay ng kontrobersyal na P4-billion Pharmally scandal.
Partikular na tinukoy ng Ombudsman ang argumento ni Lao na iginawad ng kanyang dating tanggapan (Procurement Service) sa Pharmally Pharmaceutical Corp. ang kontratang magsupply ng protective equipment dahil di hamak na mas malaki ang kapital kumpara sa iba.
Nanindigan naman ang Ombudsman na hindi pa rin angkop na igawad sa Pharmally na meron lang P625,000 paid-up capital para bilyon-bilyong halaga ng procurement deal.
“Significantly, Pharmally’s funds came from its irregular transactions with PS-DBM. Its financial statements indicate that prior to the 2020 dealings with the PS-DBM, the company had no business activity from September to December 2019.”
“For the year ended 31 December 2019, Pharmally even incurred a net loss of P25,550. But, in 2020 where PS-DBM irregularly awarded procurement contracts to Pharmally, the corporation earned a net taxable income of P318,337,099 with a declared net sales/revenues/receipts/fees of P74.8 billion,” saad sa 18 pahinang kalatas ng pirmado ni Ombudsman Samuel Martires.

Bukod kay Lao, sabit din sa kaso sina datingDBM procurement director Warren Liong, DBM procurement management officer Paul Jasper de Guzman, at mga corporate executive ng Pharmally kabilang sina Twinkle Dargani, Linconn Ong, Justine Garado, Huang Tzu Yen at Chinese businessman Lin Wei Xiong na di umano’y nangapital para sa Pharmally.
