HINDI biro ang tumugon sa tawag ng saklolo sa tuwing may kalamidad, ayon kay Senador Bong Go kasabay ng paghahain ng panukalang batas na naglalayong amyendahan ang Republic Act 10121 na mas kilala sa tawag na Philippine Disaster Risk Reduction and Management Act of 2010.
Sa paghahain ng Senate Bill 669, target ni Go pagkalooban ng hazard pay ang mga disaster response personnel at mga community disaster volunteer sa tuwing may state of calamity.
Hindi na rin aniya dapat patawan ng buwis ang hazard pay sa mga disaster response personnel at mga community disaster volunteers.
Higit pa sa hazard pay, marapat lang din aniya kilalanin ng lipunan ang sakripisyo at kabayanihan ng mga ‘first responders’ at emergency personnel sa panahon ng sakuna at kalamidad.
“At the forefront of the response to these disasters are the first responders, first aiders, emergency care workers, and emergency response teams. Blood, sweat, tears, and lives were sacrificed in the line of service to save another,” wika ni Go.
“For this reason, it is just proper to compensate for the efforts of the emergency frontliners. These modern-day heroes sacrifice their lives for others and help mitigate negative impacts caused by calamities,” dugtong ng mambabatas.
Sa ilalim ng panukalang batas, maglalaan ng pondo ang mga lokal na pamahalaan para sa hazard pay ng lahat ng disaster response personnel at volunteer sa panahon ng kalamidad.
“Importantly, the bill proposes that this hazard pay shall not be subject to any tax, emphasizing that this is meant to serve as a direct incentive and acknowledgment of their hazardous work.”
