BAHAGYANG nakasilip ng pag-asa ang naulilang pamilya ng mga pinaslang na lider manggagawa matapos maglabas si Pangulong Ferdinand Marcos Jr. ng isang direktiba sa paglikha ng inter-agency committee na tututok sa mga kaso ng mga pinaslang na unyonista.
Sa ilalim ng Executive Order No. 23 na nilagdaan ni Executive Secretary Lucas Bersamin, titiyakin ng pamahalaan na mananatili ang kalayaan at karapatan ng mga manggagawang kasapi ng mga unyon.
Ayon sa Presidential Communications Office, ang naturang direktiba ay tugon sa mga hirit ng mga manggagawa kaugnay ng implementasyon ng International Labor Organization (ILO) Convention No. 87, sa gitna ng mga insidente ng karahasan, pamamaslang, panggigipit at red-tagging sa mga unyon at lider-manggagawa.
“At the 108th session of the International Labor Conference (ILC) in June 2019, a high-level tripartite mission (HLTM) was created to inquire into the aforementioned reported incidents in the purpose of assisting the Philippine government in taking immediate and effective action on the following specific areas: (i) measures to prevent violence in relation to the exercise of legitimate activities by workers’ organizations; (ii) investigation of allegations of violence against members of workers’ organizations with a view of establishing the facts, determining culpability and punishing the perpetrators; (iii) operationalization of monitoring bodies; and (iv) measures to ensure that all workers, without distinction, are able to form and join organizations of their choosing, in accordance to ILO Convention No. 87,” saad sa isang bahagi ng EO ni Marcos.
Sa isang panayam sa telebisyon, hayagang sinabi ng Pangulo na ang EO 23 ang kanyang regalong handog sa mga obrero sa Araw ng mga Manggagawa.
“I think that will put us in alignment to the international standards when it comes to labor relations,” ani Marcos.
Batay sa EO 23, pamumunuan ni Executive Secretary Bersamin ang Inter-Agency Committee for the Protection of the Freedom of Association and Right to Organize of Workers, habang magsisilbing vice chairman naman ang Kalihim ng Department of Labor and Employment will be its vice chair.
Pasok rin sa inter-agency panel ang Department of Justice, Department of the Interior and Local Government, Department of National Defense, Department of Trade and Industry, National Security Council at Philippine National Police.
“When necessary, the Inter-Agency Committee may request the attendance or participation of other relevant agencies, such as the Civil Service Commission and the Commission of Human Rights,” dagdag pa ng EO.
