HINDI limitado sa polisiya ang usapin ng ng soberanya, ayon kay House Speaker Martin Romualdez kasabay ng panawagan sa mga mamamayan na manindigan laban sa anumang pagtatangkang sakupin ang bansa.
Ayon kay Romualdez, bagamat agresibong isinusulong ng pamahalaan ang pagpapalakas ng tinawag niyang “defense capability” ng bansa, dapat handa rin ang bawat mamamayan tumugon sa aniya’y tungkulin ng bawat Pilipino.
“The House of Representatives stands firmly behind President Marcos’ vision for a comprehensive archipelagic defense strategy. This is not merely a matter of policy but a solemn duty to uphold the integrity of our nation and the rights of our people,” matapang na pahayag ni Romualdez sa gitna ng patuloy na pambabarako ng China sa mga Pilipinong naglalayag sa West Philippine Sea.
Ayon kay Romualdez, matatag ang pagkatig ng Kamara sa inilatag na Comprehensive Archipelagic Defense Concept (CADC) ng administrasyon bilang tugon sa pag-angkin ng China sa karagatang pasok sa 200-nautical mile Philippine exclusive economic zone.
Sa historic keynote address ni Marcos sa 21st International Institute for Strategic Studies-Shangri-La Dialogue na ginanap sa Singapore, nagpahayag ng kahandaan ang Pangulo ipagtanggol ang soberanya at ipaglaban ang teritoryong sakop ng Pilipinas sa mapayapang paraan.
Bilang tugon, sinuklian naman ni Romualdez ang ipinamalas na tikas ng punong ehekutibo sa bisa ng mga batas na maglalaan ng pondo para sa mas pinalakas na archipelagic defense at sapat na salapi para makabili ng mga kagamitan.
“This is a collective effort that requires the full support of all branches of government.”
Tinukoy din ng Leyte solon ang 1982 United Nations Convention on the Law of the Sea (UNCLOS) at 2016 Arbitral Award na kumikilala at karapatan ng Pilipinas sa pinagtatalunan maritime region.
“In an era where the security landscape is rapidly evolving, it is imperative that we build a defense framework capable of addressing both traditional and non-traditional security threats. Our archipelagic nature demands a defense strategy that can effectively cover our extensive maritime domain,” aniya pa.
“We have defined our territory and maritime zones in accordance with international law, and we continue to advocate for the rule of law in resolving maritime disputes. Our legal and moral standing gives us the strength to defend our sovereign rights against any form of aggression,” dugtong niya,
Nanindigan din si Romualdez sa kahalagahan ng diplomatic engagement at regional cooperation. Wasto rin aniya ang suporta ng bansa sa ASEAN centrality at pagsusulong ng makabuluhang code of conduct sa South China Sea base sa international legal norms.
“Our strength lies in our unity. As we navigate these turbulent waters, let us remember that the defense of our nation is a shared responsibility. We must all work together to protect what is rightfully ours and secure a peaceful and prosperous future for our children.”
