HINDI dapat binabalikat ng mga konsyumer ang kapabayaan ng mga power utility companies, ayon kay Senador Risa Hontiveros, kasabay ng paghahain ng panukalang batas na nagsusulong kalusin ang value-added tax sa system loss na bahagi ng singil sa kuryente.
Sa ilalim ng Senate Bill 2076, target ni Hontiveros tanggalin ang sinisingil na value added tax (VAT) sa system loss charges ng lahat electric companies at kooperatiba upang mabawasan ang pasanin ng mga konsyumer.
Para kay Hontiveros, hindi angkop ipasa sa mga mamamayan ang nawawalang kita ng kumpanya o kooperatiba dahil sa pagnanakaw ng kuryente o kapalpakan ng pasilidad.
“Itong VAT sa systems loss ay dobleng pasakit at insulto: Pinagbabayad na nga tayo ng systems loss na hindi natin napakinabangan, tapos pagbabayarin pa tayo ng buwis dito. We must immediately end this unfair arrangement, especially now that electricity costs are going up,” ani Hontiveros.
Layon aniya ng inihaing panukala amyendahan ang National Internal Revenue Code (NIRC) para tuluyang alisin ang systems loss charges mula sa transactions subject to VAT.
“Systems loss under the bill refers to the difference between the electrical energy delivered to the distribution system (energy input) and the energy delivered to the residential household consumers (energy output),” paglalarawan ng senador sa inihaing panukala.
“VAT is a consumption tax on goods and services. Systems loss charges – which represents losses in the distribution and delivery of electricity, are neither goods nor services purchased by power consumers. Hindi dapat pinapatawan ng VAT diyan ang mga pamilyang nagbabayad ng kuryente,” paliwanag pa ni Hontiveros.
“By removing the VAT on systems loss charges, we are not just making our tax policies more fair and just – we are also providing immediate relief to consumers facing higher electricity bills this summer season,” giit ng senador.
