‘RAM, ikaw na bahala kay Inday,’
Ito umano ng binitawang salita ni former President Rodrigo Duterte kay impeachment resource person Ramil Madriaga nang personal na ipakilala ng sa anak niyang re-electionist city mayor na si Sara Duterte noong 2018 sa Davao City.
“Sometime in 2018, PRRD asked Sara to go to his home in Taal St., Bangkal, Davao City to discuss the upcoming local elections in Davao City where Sara was going to run for re-election as Mayor. During this meeting, PRRD introduced me to Sara and told me ‘Ram, ikaw na bahala kay Inday,’” saad ni Madriaga sa pagharap sa clarificatory hearing ng House Committee on Justice patungkol sa impeachment charges na kinakaharap ng bise-presidente.
“Since then, I have frequently met and discussed with Sara regarding various matters,” dugtong niya.
Ayon kay Madriaga, sa interaksyon niya sa bise-presidente, mayroon itong partikular na communication protocols na dapat ay mahigpit niyang sundin.
“However, she gave me strict instructions that all conversations should be done, as much as possible, by call, and minimize text messages,” paglalahad niya.
Sinabi ni Madriaga na sa pamamagitan ni former Congressman Roilo Golez ay una siyang nagkaroon ng koneksyon sa Duterte family. Naging political officer, at partikular na bihasa sa intelligence gathering at sabotage operations noong siya ay nasa panig ng dating mambabataas.
Nang mahalal na pangulo, si Madriaga ay naging isang counter-intelligence agent ng National Security Council (NSC), subalit hindi siya pormal na naging kawani ng pamahalaan.
“However, I was never under the employ of the Office of the President or any government agency. Instead, I was directly employed by PRRD. I received my salary from certain Canlas, a PNP officer previously from Davao at the start of every month in the amount of P100,000 to P150,000 in cash.”
Kabilang sa pinagawa umano sa kanya ang i-monitor at i-operate si former Senador Antonio “Sonny” Trillanes IV, na bantulot naman umanong si former president na ipapatay dahil sa koneksyon sa militar.
May utos din aniya ang matandang Duterte na i-profiling ang mga taong nakapaligid kay Sara Duterte, na mas pinapaboran umano former chief executive na sumunod sa yapak nito sa politika.
“PRRD wanted Sara in politics instead of Paolo Duterte (Polong) and Sebastian Duterte (Baste) who he characterized as ‘baliw’ and ‘bading,’ respectively,” sabi pa ni Madriaga.
Noong 2020, sa atas na rin nina Rodrigo Duterte at Sara Duterte ay itinatag umano niya ang Initiative for Social Justice, Innovation, and Progress Pilipinas, o ISIP Pilipinas, Inc., isang grupo na magsusulong ng presidential bid ng huli sa idinaos na 2022 elections.
Pagsisiwalat ni Madriaga, ang operasyon ng naturang grupo ay pinondohan nina Lin Wei Xiong, ang financial officer ng Pharmally Pharmaceuticals at nagbigay ng P175 million; at Maestrado Lim, alyas Tanda, na nagbigay naman ng P100 million.
Nang magdesisyon si Sara Duterte na maging running mate na lamang ni Pangulong Ferdinand “Bongbong” Marcos Jr., sinabi ni Madriaga na nagdismaya ang kanilang mga miyembro subalit tumulong pa rin sila sa vice-presidential bid nito.
Nang mahalal si Sara Duterte, binigyan-diin ni Madriaga na dumalo pa siya sa inauguration nito sa San Pedro Square sa Davao City noong June 19, 2022 at nagkaroon din siya ng partisipasyon sa pagbuo ng Vice-Presidential Security and Protection Group (VPSPG).
Sa kanyang mga litanya, may hamon siya sa bise-presidente na mariing pinabubulaanan ang pagkakaroon nila ng personal na ugnayan.
“However, her denial of any affiliation with me is absolutely false. She lied under oath in her Perjury Complaint against me.”
