SA layuning tugunan ang nakaambang krisis sa supply ng tubig, naglabas ng direktiba ang Palasyo para sa paglikha ng Water Resources Management Office (WRMO) sa ilalim ng Department of Environment and Natural Resources (DENR).
Sa ilalim ng Executive Order 22, inatasan ni Pangulong Ferdinand Marcos Jr. ang WRMO na pag-isahin ang mga programa at proyekto ng iba’t ibang tanggapan ng gobyerno para tiyakin sapat ang supply ng tubig sa gitna ng nakaambang epekto ng El Niño.
Kabilang sa mga ahensyang pasok sa WRMO, batay sa EO ni Marcos, ang National Water Resources Board (NWRB), Metropolitan Waterworks and Sewerage System, Local Water Utilities Administration (LWUA), at Laguna Lake Development Authority (LLDA).
Pasok din sa WRMO ang mga local water districts sa iba’t ibang bahagi ng bansa.
Sa kanyang pagdalo sa ginanap na 6th Edition of the Water Philippines Conference and Exposition, partikular na binanggit ni Marcos ang pagtatayo ng mga dike at dam bilang bahagi ng flood control program ng gobyerno.
“These are the kinds of stratagems that we have to employ, that we have to bring down to the grassroots level because of the water crisis in the Philippines – and I call it a water crisis because it is,” pag-amin ng Pangulo.
“The WRMO shall ensure the immediate implementation of the Integrated Water Resources Management in line with the United Nations Sustainable Development Goals and formulate a corresponding Water Resources Master Plan.”
Binigyang-diin rin ng punong ehekutibo ang bentahe sa agarang pagtugon sa hamon lalo pa aniya’t patuloy ang pagdami ng populasyon, bukod pa sa epekto ng climate change.
“To avert water crisis, minimize and avoid conflicts, and consistent with the State’s sole ownership and control over the country’s water resources, it is imperative for the Government to integrate and harmonize the policies, programs, and projects of all relevant agencies in the water resource sector in the fulfillment of their complementary governmental mandates,” sambit ni Marcos sa kanyang talumpati.
“Towards this end, the WRMO shall ensure the immediate implementation of the Integrated Water Resources Management in line with the United Nations Sustainable Development Goals and formulate a corresponding Integrated Water Resources Master Plan (IWMP),” dagdag pa niya.
