MATAPOS ang pagmumuni-muni sa mga nakalipas na araw, emosyonal na inginuso ni retired police colonel at dating Philippine Charity Sweepstakes Office (PCSO) General Manager Royina Garma si former President Rodrigo Duterte na di umano’y nasa likod ng implementasyon ng extrajudicial killings (EJK) katumbas ng reward money.
Sa apat na pahinang salaysay na isinumite sa quad committee ng Kamara, ibinunyag ang detalyadong kaalaman kaugnay ng madugong giyera kontra droga ng nakalipas na administrasyon.
Ayon kay Garma, noong Mayo 2016 nang tawagan siya ni Duterte para kausapin sa mismong tahanan ng dating Pangulo sa Doña Luisa Village, Davao City.
“During our meeting, he requested that I locate a Philippine National Police (PNP) officer or operative, indicating that he needed someone capable of implementing the war on drugs on a national scale, replicating the Davao Model. This Davao Model referred to the system involving payment and rewards,” wika ni Garma.
“The Davao Model involves three levels of payments or rewards. First is the reward if the suspect is killed. Second is the funding of planned operations (or COPLANS). Third is the refund of operational expenses,” dugtong ng dating PCSO boss.
Pag-amin ni Garma, agad na pumasok sa kanyang isipan ang kanyang upperclassman na si National Police Commission (Napolcom) Commissioner Edilberto Leonardo (noo’y nasa Criminal Investigation and Detection Group) na aniya’y may kakayahan ipatupad ang Davao Model.
Matapos ang ilang araw, nagkita di umano sila Leonardo na nagsabing kinausap na siya ni Duterte na nagbigay ng direktibang lumikha ng isang task group na katulad ng Presidential Anti-Organized Crime Task Force (PAOCTF).
Nasundan pa aniya courtesy call kay Duterte ng Philippine National Police (PNPA) Class 96 at 97 na nilagay sa magkahiwalay na kwarto sa gusali ng Department of Public Works and Highways (DPWH) sa Davao City kung saan personal na nagtungo ang dating Pangulo.
Si Leonardo lang din aniya ang nangasiwa sa anti-illegal drugs operation kasama na ang pagbabalik ng personal na ginastos ng mga pulis sa kanilang operasyon.
“Leonardo had the final authority to determine who would be included on the list of drug personalities and to classify their threat levels, as well as the discretion to remove individuals from the list,” dugtong ni Garma na higit na kilalang malapit kay Duterte.
Nang tanungin hinggil sa reward system, inamin ni Garma ang reward system kada ulo ng itinumbang drug suspect — P20,000 hanggang P1 milyon depende sa kategorya ng pinaslang na personalidad.
Nang tanungin ni Deputy Speaker Aurelio Gonzales kung kusang loob ba niyang ginawa ang kanyang affidavit — “Wala po pumilit, Mr. Chair. It took me one week to make some reflections. I realized that the truth will always set us free. It is normal that when you speak the truth, you cannot please everybody. At least, I will be able to contribute to make this country a better place to live for our children,” tugon ni Garma.
