SA katatapos na 12th Cebu Summit Philippine Institute of Certified Public Accountants (PICPA) – Cebu Chapter, binigyang pagkilala ang katangi-tanging pamumuno ni Bureau of Internal Revenue (BIR) Commissioner Romeo Lumagui Jr.
Sa kalatas ng pambansang lupon ng mga CPA, iginawad kay Lumagui ang “Visionary Leader Award” sa anila’y repormang bitbit sa BIR.
Taus-puso naman ang pasasalamat ng BIR chief sa tinanggap na karangalan, na isang pagkilala sa kanyang mahusay na paglilingkod at pagpapatupad ng mga mahahalagang programa na nagresulta sa pangkalahatang magandang gawain ng naturang ahensya.
“I am grateful to be the recipient of this ‘Visionary Leader Award’ from PICPA – Cebu. This award gives credence to the Good Governance programs we have started, developed, and enforced in the BIR,” ang pahayag pa ni Lumagui.
“Rest assured, the BIR is the private sector’s partner in nation-building. We are at your service,” dugtong niya.
Ayon kay former BIR Commissioner Joel Tan-Torres, sa ilalim ng liderato ni Lumagui ay mabilis na nakamit ng BIR ang modernisasyong nagkalayon ummapahusay at maging mabilis ang iba’t-ibang serbisyo.
Para sa PICPA-Cebu, malaking bentahe ang repormang anila’y nito nagdala rin sa bagong yugto ng Philippine tax community.
Ani Tan-Torres: “The Philippine taxation has evolved from carbon copy invoices, paper ledgers, yellow-colored columnar pads, and tedious manual processing of tax documents to an ecosystem of online platforms, cloud-based systems, digital interactions, and Artificial Intelligence (AI)-assisted tax enforcement and compliance tools.”
Aniya, ang BIR sa pamamahala ni Lumagui ay nakapagpatupad ng mga hakbang para sa full-scale digital transformation nito gay ana lamang ng mga programang Electronic Filing and Payment System (eFPS), ang Online Registration and Update System (ORUS), gayundin ang Electronic Invoicing/Receipting System (EIS), at ang AI-enabled monitoring laban sa mga kahina-hinalang transaksyon sa ilalim ng Run After Fake Transactions program.
“These effortsare being reinforced by the $400-million BIR Digital Transformation Program funded by the Asian Development Bank, which aims to integrate taxpayer data, automate back-office processes, and expand e-services,” dagdag pa ng dating BIR head.
Sa ilalim ng termino ni Lumagui, ipinatupad ang BIR DX Roadmap 2025–2028, alinsunod sa Ease of Paying Taxes Act at ng Aspiration 2028 goal ng ahensiya kung saan target nitong maging highly digital, data-driven, at taxpayer-centric organization service delivery.
“Commissioner Lumagui is leading the way for BIR and the tax community in these notable initiatives,” diin ni Tan-Torres.
“He has set a challenge for himself of delivering the digital transformation outcomes by 2028. In setting up this deadline, he has committed to turning over to the next administration a more efficient and taxpayer-service-oriented BIR.”
